Roles and Responsibilities:
Maintenance & Engineering Interior Programs

Goal
To have personnel on-site at selected OEM to ensure and support the design, development, production, post-production and on-time delivery of commercial aircraft as well as temporary or frequently recurring on-site support at specific suppliers experiencing delivery or technical problems during production (or repair/overhaul) portions of the program.
Responsibilities:
Communication:
  • Establish a working relationship with the supplier Program Management Team and ensure cooperation (versus duplication) of program management efforts.
  • Establishing similar relationships will all SUB-SUPPLIERS in the production process.
  • Identify and establish relationships with Specific Individuals within the Supplier's organization assigned to the program.
  • Included are: Engineer, Production Manager, Production Supervisor, Scheduler, Logistics Coordinator, and Quality.
  • Facilitate communication with other suppliers who need the information to support the development of their projects (same as above bullet point).
  • Keep the Customer procurement department apprised of ALL RISKS to the program.
  • Act immediately if a problem occurs and involve representatives of both Customer and supplier – the actions include identification of the problem (potential problem) and impart of the issue to the program in either delivery schedule or technical compliance.
  • Provide feedback to suppliers on a regular basis.
  • Act as an information facilitator for information flow between Customer/Supplier – Supplier/Customer.
Coordination:
  • Coordinate with Procurement, Engineering, Planning or Marketing, internal customer change requests that impact their supplier as well as change requests.
  • Participate in Team conference calls – Raise specific points & questions as appropriate in coordination with the assigned commodity manager.
  • Participate in major program milestone meetings – by being on-site the OSR should provide the assigned commodity manager with additional input regarding specific issues to be brought up during these meetings.
  • While on-site at the facility the OSR will attend any/all applicable daily meetings specifically conducted on behalf of customer projects.
  • Work with the Customer Team to develop a detailed milestone chart (and all the charts included in this document); manage the milestone chart to ensure on-time achievement to completion of the program or advise otherwise by the Customer Project team.
Monitoring:
  • Monitor project plans to identify potential problems or issues – monitoring includes visits to the shop floor during the production phase of the program, one on one discussions with engineering during development & certification, physical “inspection” of specific Customer items.
  • Participate in regular supplier meetings to verify performance.
  • Coordinate with the commodity manager and BFE suppliers and monitor the status of all BFE part movements to insure on-time delivery to the primary supplier.
  • Conduct random and continuous inspections of the actual production to ensure specifications are being met.
  • Support the production and post-production phases of the program, including obtaining all necessary paperwork documentation identified in the project milestone/schedule.
Engineering:
  • OSR shall be capable of presenting critical design processes involved in each delivery (HW drawings and SW Code). OSR visits the engineering/manufacturing facility and becomes familiar with each activity (level of complexity, type of drawings required, bottlenecks and lead time of critical designs). Maintains close communication with developers and engineers in order to identify critical sub-process and milestones of the design process. Uses an Integrated Master Schedule (or other appropriate documentation) provided by the supplier in order to complete major milestones and/or tasks.

Sub-Suppliers:
  • It is fundamental to identify sub-processes involved in a specific milestone or task. Sub-processes can be done internally or using a second-tier supplier. In certain projects, the OSR does actual visits to the sub-suppliers and conducts activities identical to the major supplier as identified in #s 1, 2 & 3 above. The visibility of second-tier suppliers can reduce the level of risk in any given process.
Deliverables:
  • Provide weekly updates to customer management with distribution to the applicable Customer team.
  • OSR provides daily updates and status during critical phases of the production or development phase of the project or at any time when problems/issues arise that could impact the program.
  • Keep customers informed of the program progress through weekly reports that include major milestones accomplished, milestones missed, upcoming major milestones and a brief summary of supplier progress. The following summary provides examples of reports that will be published and updated as needed.
  • Other duties such as shop-floor inspection, one on one meetings with engineering, physical parts inspections, and review of documentation, as necessary to ensure on-time delivery of parts and services or development programs agreed to by the supplier.
