Responsibilities:

  • Assist the administrator in planning, developing, organizing, implementing, and directing the day-to-day functions of the facility, its programs and activities.
  • Assist in the development and implementation of our written policies and procedures that govern the operation of the facility.
  • Assist the HR director and department directors in developing written job descriptions for each staff position.
  • Assist department directors in the development and use of departmental policies and procedures, and establish a rapport in and among departments so that each can realize the importance of teamwork.
  • Assist in establishing policies that govern the resident’s right to quality of life and care as defined by the resident’s comprehensive assessment and care plan.
  • Review the facility’s policies and procedures with department directors and make recommendations to the administrator to assure continued compliance with current regulations.
  • Represent the facility in dealings with outside agencies, including governmental agencies and third party payers, or provide an authorized representative of the facility when unable to attend such meetings.
  • Assist the Infection Control Coordinator, and/or Committee, in identifying, evaluating, and classifying routine and job-related functions to ensure that tasks involving potential exposure to blood/body fluids are properly identified and recorded.
  • Make weekly inspections of the facility to assure that established policies and procedures are being implemented and followed. Report findings to the administrator.
  • Participate in facility surveys (inspections) made by authorized government agencies.
  • Review and develop a plan of correction for deficiencies cited during survey inspections and provide a written copy of such plan to the administrator for his/her review/approval. Review with ombudsman personnel as required.
  • Ensure that all personnel who have access to protected health information receive appropriate and timely training of the facility’s policies and procedures governing the management and control of such information.
  • Monitor MDS data transmissions to ensure that resident assessment data is transferred accurately and in a timely manner.
  • Implement the facility’s risk management program. Keep the administrator informed of the strengths and weaknesses of the program.
  • Serve on various committees of the facility (i.e., Infection Control, Quality Assurance & Assessment, Safety, etc., as appointed by the administrator) and provide written/oral reports of such committee meetings to the administrator as necessary
  • Assist the Quality Assurance and Assessment Committee in developing and implementing appropriate plans of action to correct identified quality deficiencies.
  • Consult with department directors concerning the operation of their departments to assist in eliminating/correcting problem areas, and/or improvement of services. Report such findings/solutions to the administrator.
  • Ensure that disciplinary action is administered fairly and without regard to race, color, creed, national origin, age, sex, religion, handicap, or marital status.
  • Report known or suspected incidents of fraud waste and/or abuse to the administrator.
  • Participation in all compliance training programs.
  • Assist the administrator and Director of Nursing Services in establishing a Nurses’ Aide Training Program.
  • Assist the Director of Nursing Services, and other support personnel, in developing and implementing the pre/annual MI/MR screening program.
  • Ensure that all facility personnel, residents, visitors, etc., follow established safety regulations, to include fire protection/prevention, smoking regulations, infection control, etc.
  • Assist in preparing an annual operating budget for approval by the administrator and allocate the resources to carry out programs and activities of the facility.
  • Review and interpret monthly financial statements and provide such information to the administrator

Qualifications:

  • AA Degree in Business Administration or Health Administration preferred but not required.
  • Must have, as a minimum, two years experience in a supervisory capacity in a hospital or nursing facility.
  • Must possess a working knowledge of nursing facility operational standards and requirements of participation.
  • Must be able to read, write, speak, and understand the English language.
  • Must demonstrate the knowledge necessary to provide care appropriate to the age-related needs of the resident population served.
  • Must possess the ability to make independent decisions when circumstances warrant such action.
  • Must possess the ability to deal tactfully with personnel, residents, family members, visitors, government agencies/personnel and the general public.
  • Must have advanced training in hospital or nursing facility administration.
  • Must be knowledgeable of reimbursement regulations and nursing and medical practices and procedures, as well as laws, regulations, and guidelines pertaining to nursing facility administration (e.g., survey process).
  • Must possess the ability to work harmoniously with and supervise other personnel.
  • Must possess the ability to plan, organize, develop, implement, and interpret the programs, goals, objectives, policies, procedures, etc., that are necessary for providing quality care and maintaining a sound operation.
  • Must be familiar with the laws, regulations, and guidelines governing personnel administration.
  • Must have patience, tact, cheerful disposition and enthusiasm as well as be willing to handle residents, staff, and visitors based on whatever maturity level they are currently functioning.
  • Must possess the ability to seek out new methods and principles and be willing to incorporate them into existing practices.
  • Must be able to maintain good personnel relations and employee morale.
  • Must be able to read and interpret financial records, reports, etc.
  • Must be knowledgeable of computer systems, system applications, and other office equipment.
  • Must be able to communicate policies, procedures, regulations, reports, etc., to personnel, residents, family members, visitors, and government agencies/personnel.
  • Must not pose a direct threat to the health or safety of other individuals in the workplace.
