Office of the Sergeant at Arms
Job Summary:
The Assistant Sergeant at Arms supervises Police Services/Law Enforcement (PS/LE) staff and directs all activities and administrative/operational functions of the Division. In coordination with other internal and external entities, the incumbent provides oversight over the United States Capitol Police (USCP) and assists with the planning, assessment, coordination, and implementation of security for events involving Members of Congress. In addition, the Assistant Sergeant at Arms supervises the development and implementation of security projects across the Capitol complex and in Member district offices throughout the United States. Internal legislative branch entities include, but are not limited to, the USCP, the Senate Sergeant at Arms (SSA), the Architect of the Capitol (AOC), the Congressional Leadership, and the Congressional Committees of jurisdiction. External law enforcement and public safety entities include, but are not limited to, the D.C. Metropolitan Police, the Federal Bureau of Investigation (FBI), the United States Secret Service (USSS), the United States Park Police, the Military District of Washington and other local, county, and state law enforcement agencies within the National Capital Region.
The incumbent must effectively direct resources and coordinate personnel to ensure that duties are successfully completed in a timely manner. The incumbent’s responsibilities include the day-to-day management of Division operations and program requirements to include intelligence and threat updates, Member security on and off campus, and tracking of security projects and initiatives. The incumbent provides general assistance, coordination, guidance, and recommendations on sensitive and/or confidential issues relating to the Division. The position requires the incumbent to provide regular updates to the Sergeant at Arms, Deputy Sergeant at Arms, Chief Operating Officer and Chief of Staff, and actively contribute to the strategic planning process and the completion of other high level special projects assigned to the Division. The incumbent must have a comprehensive working knowledge of all aspects of the Division, as well as a broad understanding of the rules, policies and procedures of the House of Representatives, the Office of the Sergeant at Arms and the USCP.
Duties Include:
1. Administers the daily operation of the division.
2. Represents the Sergeant at Arms in matters involving the safety and security of the Capitol complex, Members of Congress, Congressional staff, and visitors.
3. Provides daily situational briefs to the Sergeant at Arms regarding USCP and other law enforcement actions pertaining to the security of the Capitol complex and Members of Congress while on campus and in their districts.
4. Evaluates law enforcement and emergency management response to critical incidents involving Member safety, occurring both on and off campus.
5. Proposes campus and district office security measures to proactively address security vulnerabilities.
6. Assists with the formulation and communication of positions on security issues for the Sergeant at Arms.
7. Interacts with internal and external entities to plan, assess, coordinate and implement security for special events on and off campus to include the State of the Union Address, foreign head of state and head of government visits, annual concerts on the West Front, National conventions, Presidential Inaugurations, Member issues conferences, and official funerals.
8. Coordinates multiple police and law enforcement functions between the Sergeant at Arms and the USCP to include, but not limited to, demonstrations, dignitary visits, threat assessments, and physical security assessments.
9. Monitors official congressional delegation travel and obtains and evaluates intelligence assessments regarding Member travel.
10. Monitors threats with the USCP and other federal law enforcement agencies; briefs the Sergeant at Arms on the status of threats and conducts follow up as appropriate.
11. Directs and coordinates specific functions of the Office of the Sergeant at Arms relating to security, law enforcement liaison actions, and protection actions as they affect the House of Representatives.
12. Coordinates and maintains liaison between the Sergeant at Arms and other federal, state and local law enforcement agencies on NSSE events and other large ceremonial gatherings.
13. Interacts with Members of Congress, Congressional staff, federal, state, and local law enforcement agencies, and other governmental and non-governmental entities to ensure the security needs of the House of Representatives are addressed and met.
14. Responsible for the oversight of the PS/LE programs to include, but not limited to, all Capitol Complex security initiatives, the District Office and Residential Security Programs and the Law Enforcement Coordinator Program.
15. Establishes and maintains liaison with senior leadership of USCP to further security goals of the Congress.
16. Drafts Division’s policies, procedures, and plans for implementation.
17. Oversees the preparation of the Division’s annual budget and monitoring of expenditures.
18. Assigns work and monitors performance of PS/LE personnel.
19. Interviews and recommends selection of employees in the division.
20. Supports House Recovery Operations structure.
21. Models behavior for other PS/LE staff to follow.
22. Performs other duties as assigned.
Qualifications:
Work Experience and Education:
Bachelor’s degree; advanced degree preferred; minimum of 15 - 20 years law enforcement experience with a major city Police Department, federal law enforcement agency, or the military, with a minimum of 5 years at the command level, field grade officer, or at the SES level preferred. Experience interacting with high-level city, state and/or Federal officials. Significant supervisory/management experience. Must be able to obtain and maintain a Top Secret/SCI security clearance.
Knowledge, Skills, and Abilities:
Knowledge/skill/ability to provide oversight of a large, politically diverse, culturally ingrained, hybrid police department (mixture of traditional police, coupled with campus security and executive protection), where line officers interact with stakeholders which pose challenges to traditional chain-of-command processes.
Knowledge/experience in security event planning for major security events at the federal and/or state level, preferably events of similar magnitude to Presidential Inaugurals, State of the Union, State Funerals, and other major events pertaining to Congress, state legislatures, or state capitals (or in the alternative, at like-kind high profile public events); knowledge/skill/ability in all facets of executive protection at the federal level.
Knowledge/skill/ability to provide oversight over law enforcement programs for sworn and administrative personnel.
Knowledge/experience in physical security protocols for a large, high profile, historic setting which draws large numbers of visitors, general public and tourists, such as the U.S. Capitol and surrounding office buildings. Experience dealing with public screening, perimeter security, as well as the detection of conventional and non-conventional threats while maintaining an open environment for the conduct of business.
Knowledge/experience dealing with intelligence, homeland security, federal and state law enforcement agencies (e.g., D.C. Metropolitan Police Department, FBI, USSS, Transportation Security Administration), the Department of Homeland Security, the Federal Emergency Management Agency, and military entities in an area such as the National Capital Region (or a like-kind demographic area similar to the Washington, D.C. metropolitan area) for law enforcement, security operations, and intelligence matters.
Knowledge/experience of working in an environment where a high degree of political savvy is required. Demonstrated ability to interact with various groups, such as Members of Congress, the Capitol Police Board, Committees of Jurisdiction (Appropriations Committees and Authorization Committees, House, and Senate), Officers of the House and Senate, Executive Branch leadership, the military and local, county, state, and federal law enforcement agencies (in the National Capital Region or like-kind demographic area) or like kind organizations.
Knowledge/experience in emerging and critical issues in policing and demonstrated ability in the areas of labor relations, resource management and strategic planning, performance management, and internal controls.
Knowledge/experience in counterterrorism best practices at the federal and/or state level, including but not limited to threat management, crisis response and incident management skills at the senior command level. Able to work outside of normal business hours when necessary.
Work Schedule:
Full-time, permanent. Monday – Friday 8:30am – 5:00pm. Ability to work outside of normal business hours, evenings and weekends when necessary, is be required.

Occasional travel is required.
