The Assistant State Librarian functions as Chief Operating Officer for the State Library with direct daily oversight of and responsibility for the State Library's human resources management (approximately 70 employees), budget management (state budget and federal grant funds, especially LSTA funds allocated from the IMLS Grants to States program), facilities operations (two facilities in Raleigh), and procurement activities. This position leads and supervises the administrative office team, and communications team. This position is responsible for State Library operations in the absence of the State Librarian and is a member of the State Library's senior management team which provides strategic leadership for the State Library and the programs and services offered by the SLNC Government & Heritage Library, the SLNC Accessible Books and Library Services, and SLNC Library Development. This position represents the State Library at meetings and disseminates information through written communication and presentations and must be able to convey information clearly and concisely in writing and verbally. This position ensures that Library policies and procedures are consistent and state government and DNCR policy and practices and support the State Library's strategic goals.
Key Responsibilities:
- Provides leadership for strategic and operational planning and management of the State Library and its programs and services.
- Assures that State Library services and programs are consistent with established state policy and meet the State Library’s strategic goals. Works collaboratively with section chiefs to facilitate implementation of programs and services.
- Provides advice and guidance to section directors and supervisors on interviewing and hiring; orientation and training; administering the performance management system; coaching and counseling; and documenting performance issues.
- Leads biennial and annual budget development and fiscal year budget implementation to ensure efficient, cost-effective, and timely budget management to carry out the library’s strategic and operational priorities.
- Advises section directors and project managers on budget set-up, cost centers, account codes, state purchasing requirements, purchasing processes, E-Procurement System, contractual agreements, travel guidelines, etc. Counsels when budget adjustments are necessary.
- Participates in the management and planning of federal Library Services and Technology Act grant programs. Reviews grant proposals from the state’s public and academic libraries, and from State Library staff, and makes recommendations on grant awards.
- Guides staff in complex purchases and contracts.
- Serves as senior management liaison with DNCR Human Resources and Budget Offices.
- Provides leadership and coordination for the State Library’s internal and external communications initiatives.

- Demonstrated experience overseeing and evaluating projects or practices/protocols to ensure compliance with organizational and government policies or regulations.

- Demonstrated management experience in a North Carolina library.
- Experience advising supervisors on human resources issues, guiding workforce development; and ensuring compliance with policies and procedures.
- Experience writing, managing, reviewing, or administering grants or grant programs.
- Applicants with Masters in Business Administration, Masters in Public Administration, or other related degrees also considered. Licensure or Credentials Required (if applicable
Master's degree in library and information science or a related discipline from an appropriately accredited institution and five years of professional librarian experience, three of which should have been in a supervisory, consultative, or administrative capacity; or an equivalent combination of education and experience.
