The Town is seeking applicants for a Assistant Town Engineer. The position is salary exempt with a range of pay from $73,340.01-$114,080,38 annually. Eligible for an increase after 6 months.

General Definition of Work: Performs intermediate advanced technical and administrative work planning, coordinating, supervising and participating in the design, construction management and inspection of public works and capitol projects, overseeing and supervising the preparation and maintenance of engineering records, and related work as apparent or assigned. Work is performed under the general direction of the Town Engineer.
Essential Functions
Assists with securing funding of and oversees design, right of way acquisition and construction of capital projects for the Town.
Reviews plans and specifications for municipal construction contracts; assembles the contracts.
Provides technical assistance to engineers, contractors, surveyors, architects, developers and citizens on matters related to residential and commercial development.
Coordinates staff progress on town maintenance contracts.
Performs civil engineering work in the field and in the office relating to municipal public works, capital improvements, drainage and other related “in-house” designs for projects constructed by the Town's Public Works department.
Reviews and makes recommendations to site plans and preliminary and final plats.
Responds to citizen requests and complaints.
Assists with the coordination of work for the Engineering Technician, Administrative Assistant - Engineering and Stormwater Coordinator, as well as Capital Improvements Project Manager.
Knowledge, Skills, and Abilities: Thorough knowledge of the principles and practices of civil engineering as related to the development and construction of public works and utilities projects; thorough knowledge of town regulations, policies and procedures dealing with engineering and development; thorough knowledge of standard civil engineering software systems; thorough knowledge of geographic information systems; thorough skill working in engineering programs, developing plans and evaluating recommendations; thorough skill operating standard office equipment, hardware and software; thorough skill operating surveying equipment and standard tools and equipment of the trade; general skill operating standard accounting software; general skill creating board recommendations; general skill in the use of civil engineering instruments and equipment; ability to plan, lay out and direct the work of subordinates; ability to plan projects and prepare related designs, estimates and specifications; ability to make arithmetic computations using whole numbers, fractions and decimals; ability to compute rates, ratios and percentages; ability to understand and apply governmental accounting practices in maintenance of financial records; ability to perform drainage calculations; ability to assess and compute signal timing for intersections, traffic and pedestrians; ability to calculate earthwork volumes; ability to communicate effectively both orally and in writing while maintaining tact; ability to perform difficult engineering computations and to make comprehensive recommendations on engineering problems and planning; ability to calculate complex cost reports; ability to establish and maintain effective working relationships with citizens, customers of the Town, elected officials, consultants, contractors, news media groups, officials in neighboring municipalities, developers and the general public.
Education and Experience: Bachelor's degree in civil engineering, or related field and considerable experience with civil design, construction, project management, municipal engineering, or equivalent combination of education and experience.
Physical Requirements: This work requires the occasional exertion of up to 50 pounds of force; work frequently sitting, speaking or hearing and using hands to finger, handle or feel and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling, lifting and repetitive motions; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices and operating machines; work occasionally requires exposure to fumes or airborne particles, exposure to toxic or caustic chemicals and exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
Special Requirements: Either Engineer-In-Training (EIT) certificate or Professional Engineer (PE) certificate or the ability to obtain certification, Erosion Control (Level 1) certification within one (1) year of hire and Valid driver's license in the State of Tennessee.
