The Role:
The Associate Vice President of Human Resources is responsible for planning, developing, and implementing a fully integrated human resources strategy for the university that reflects the university’s vision to be a model learning community of equity and belonging.
This position oversees an incredibly dedicated team of people who deliver all aspects of the human resource function including but not limited to: safety and workers’ comp, equal opportunity, recruitment, classification and compensation, payroll, training, labor relations and contract administration for staff and faculty, employee relations, staff recognition and reward, organizational development, benefits administration, strategic planning, student employment, position management, and human resource records.
Job Duties
- Provides leadership by working across boundaries, building and sustaining effective teams, coaching and mentoring others, leading change, and evaluating and implementing process improvements.
- Provides strategic human resource planning for the university.
- Provides well-reasoned executive level advice and guidance on employment, hiring, training, compensation, and labor relations issues for staff and faculty. Works with Attorney General’s office on legal matters relating to human resource issues.
- Oversees the performance management program for the university.
- Integrates the role and function of human resources into the mission and goals of the university. Maintains a client/customer-focused operation with a student-centered approach.
- Administers sound and appropriate human resource services for the university in all areas including but not limited to: classification and compensation plans; recruitment, examination, selection, and retention; benefits; unemployment; workers’ comp; payroll; employee safety and workers’ compensation; training and development; investigatory/corrective actions; employee recognition and reward programs; employee assistance programs; work-life programs; student employment; disability services for employees; faculty and staff labor relations; and maintenance of personnel-related records.
- Oversees the negotiation of staff and faculty labor agreements and ensures that the resulting contracts are administered equitably, fairly, and consistently.
- Interprets and administers federal and state laws and regulations pertaining to employment, human rights, non-discrimination, and confidentiality including but not limited to Americans with Disabilities Act (ADA), Age Discrimination in Employment Act (ADEA), Fair Labor Standards Act (FLSA), Family Medical Leave Act (FMLA), Genetic Nondiscrimination Act (GINA), Titles VI and VII of the Civil Rights Act, and Title IX of the Education Amendments Act as well as regulations and other processes promulgated by the Office for Civil Rights (OCR), Equal Employment Opportunity Commission (EEOC), Washington Personnel Resources Board, Washington State civil service rules, Public Employment Relations Commission (PERC), Labor and Industries, and Washington State Human Rights Commission.
- Work with the Civil Rights and Title IX Compliance office on allegations of discrimination.
- Investigate or ensures investigations are conducted on all allegations of improper behavior, or poor performance; works with appointing authorities to ensure corrective action (as necessary) is taken to resolve issues.
- Provides collaborative and consultative leadership in the administration of human resource services for the university. Consults with administrators, supervisors, managers, deans and/or employees on staffing, human resource practices, organizational structure, issues and concerns.
- Responsible for the training and professional development program, including activities and training resulting in more effective management of human resources throughout the university.
- Oversees the administration of employment benefits such as leave, retirement, insurance, COBRA, unemployment, and workers’ compensation.
- Formulates and administers university human resource policies and procedures.
- Implements human resource staffing levels based on best practices in the field, authorizes recruitments, and approves hires.
- Provides leadership to and management of various units within the Human Resources department ensuring that each unit head is focused on common goals; reviews structure, consolidates functions and/or revises work units as necessary.
- Approves leave, corrects behavior, and evaluates performance; and ensures that subordinate staff have access to adequate training, development, and evaluation opportunities.
- Actively engages in recruitment and hiring new employees.
- Recognizes value of and promotes diverse workforce. Values and encourages diverse perspectives, creativity, and teamwork.
- Clearly defines performance expectations, ensure accountability, and provides ongoing informal feedback, coaching, and mentoring. Conducts formal performance evaluations.
- Ensures employees have necessary resources.
- Oversees and directs the work of staff; serves as mentor, coach, and leader, and resolves complaints or issues.
- Promotes professional development opportunities.
- Develops and fosters supportive working relationships, motivation, and engagement;
- Communicates information to staff on an ongoing basis to influence staff engagement and to be a part of a larger community.
- Takes corrective action in a timely manner.
- Recognizes and rewards employees for good performance.
- Schedules employee work hours/shifts; monitors hours worked; approves payable time and absence requests.
- Adjusts leadership style as needed to achieve results.
- Serves as one of the principal budget administrators/appointing authorities for the university’s budget/fiscal matters; ensures that decisions regarding employment-related matters are based on knowledge and understanding of the university’s fiscal situation.
- Manages departmental budget within the fiscal guidelines to achieve efficient, effective use of resources.
- Perform other duties as assigned and/or required.
Minimum Qualifications
- Bachelor’s degree in Human Resource Administration, Business Administration or related field AND five years of progressively responsible, including senior-level (manager or higher) administrative experience in human resources, (may include some combination of HR service and/or HR strategic/planning responsibilities.)
- Understand the elements of the change management process and demonstrated experience in implementing change effectively.
- Experience with unions and labor-management issues.
- Excellent interpersonal, writing, speaking, analytical, priority setting, and leadership skills.
- Commitment to and appreciation for diversity and multicultural values
- Proven ability to work effectively and collaboratively with people of diverse backgrounds ability and/or experience working with students and/or co-workers from a wide range of abilities, backgrounds and experiences.
- Experience in conflict management and support development of conflict management and resolution skills throughout the institution.
- Ability to work under pressure and thrive in ambiguity.
- Have the ability to effectively manage a variety of crisis situations and work with multiple constituents toward resolution, delivering quality work that oftentimes includes tight deadlines
- Thorough knowledge of human resources functions, programs and legal requirements.
- OR Applicable combination of education and/or experience which demonstrates the ability to perform the essential functions of the position
Preferred Qualifications
- Master’s degree in HR Management, Business Administration, or related field or a Juris Doctorate.
- Human resource experience in a state or other type of governmental civil service system.
- Experience working in higher education.
- Experience with data-driven decision models or practices.
- SPHR/PHR or SHRM-CP/SHRM-SCP certification.
- A record of promoting inclusivity in the work environment.
- Ability to incorporate multicultural perspectives and issues into everyday conversations.

Pay, Benefits, & Work Schedule
Salary: $138,695 - $180,304 annually
Working Conditions: Work is performed in an indoor office setting with frequent in-person interactions. It is essential to be able to remain at a desk/computer workstation for prolonged periods of time, perform extensive data entry and other computer related tasks and create/maintain filing systems for departmental records. Some evening or weekend work and/or occasional travel may be required.
