- Overseeing the Homeless and Housing Program within the Managed Services Division including overseeing the submission of the annual $5 million plus federal Department of Housing and Urban Development (HUD) grants.
- Overseeing the HUD Continuum of Care Rental Assistance-funded Greater Hartford Rental Assistance Program.
- Overseeing two Housing Program Coordinators who provide the day-to-day collaborative work.
- Collaborating with the Commissioner’s Office to ensure homeless services and systems align with the higher-level vision and mission and are responsive to all audits, both state and federal.
- Participating in the annual Census of the Homeless, Greater Harford Coordinated Access Network (GH CAN), and CT Homeless Management Information System (CT HMIS).
- Participating in other system-wide working committees that oversee implementation, data collection, reporting, and interpretation of state and federal guidelines around housing and the homelessness.
- Developing policies and practices that enable mission completion and the smooth running of the program.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Mental Health and Addiction Services this class is accountable for assisting in the management of a statewide program in a geographical area; accountable for assisting in the management of a specific behavioral health program or serving as a clinical team leader.
EXAMPLES OF DUTIES
KNOWLEDGE, SKILL AND ABILITY
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of experience in business or health care administration or program development involving responsibility for financial management, budget development or grants management or professional health care or social services experience.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) years of experience to a maximum of four (4) years.
- A Master's Degree in public or health care administration or a Master's Degree in business administration with a specialization in health services or hospital administration, a Master’s Degree in social work or a Master's Degree in a related health care discipline may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Experience with government grants.
- Experience with government budgets.
- Experience working in a large healthcare system with multiple external partners.
- Experience guiding negotiating conversations toward consensus.
SPECIAL REQUIREMENTS
Incumbents in this class may be required to possess appropriate current licenses or certifications.
