Organization Description:

The Golden Gate National Parks Conservancy is the nonprofit partner of the National Park Service overseeing the Golden Gate National Recreation Area — 84,000 acres of national parkland spanning the San Francisco Bay Area, including Muir Woods, Ocean Beach, Crissy Field, and Alcatraz Island. The Parks Conservancy is a membership organization created to preserve the Golden Gate National Parks, enhance the experiences of park visitors, and build a community dedicated to conserving the parks for the future.

Position and Department Description:

Our Human Resources team supports approximately 300 employees across different work sites (office, home-based, field, warehouse, retail, etc.) throughout the San Francisco Bay Area. The Benefits & Leaves Administrator is the point of contact for the administration of all employee benefits programs, and leaves and accommodations programs.

The Benefits & Leaves Administrator works with employees and the HR team to ensure that employees are supported in understanding and accessing health and welfare benefits (group medical, dental, vision, short-term and long-term disability, worker’s compensation, life insurance, travel and accident plan, flexible spending plan), retirement benefits, and in navigating leaves of absence. The Benefits & Leaves Administrator will partner with the HR Director and others on developing benefits programs, projects and initiatives that align with the Conservancy’s compensation and benefits strategy.

This position is also the primary contact for plan providers, vendors, third-party administrators, on benefits, leaves and accommodations, and worker’s compensation. Completes audits and submits required government reports; ensures compliance with Federal, State and Local regulations. Identifies process improvements and collaborates towards a more productive process that improves the employee experience. To support building a working relationship with the employees who work at various sites, the Benefits & Leave Administrator will schedule a minimum of four (4) onsite days per month to some of the worksites like Alcatraz, Fort Mason, Crissy Field Warming Hut, Golden Gate Bridge, Lands End and Muir Woods.

Essential Functions and Responsibilities:

Overall Benefits Programs

  • Works with brokers in creating, updating and distributing communication materials, such as open enrollment guides, orientation, Summary Plan Descriptions, Summary Annual Reports, internal SharePoint content, etc.
  • Works with teams to maintain documentation of all plan processes and procedures.
  • Manages relationships with providers, vendors, and administrators; escalates and resolves issues.
  • Responds to inquiries on plan provisions, benefits enrollments, status changes and other matters.
  • Develop, recommend and implement changes in employee benefits and benefits strategy planning
  • Performs quality checks of related data including monthly and quarterly invoices and audits.
  • Maintains employee benefits database, files, and records.
  • Lead benefits orientation during new hire orientation
  • Makes recommendations to existing plans or on additions to plans
  • Trains and guides the HR Team on benefits related inquiries, processes and procedures.
  • Responds to, assists and trains others on inquiries regarding COVID-19 employee support.
  • Regularly communicates with employees on depth, breadth and changes of programs.
  • Lead benefits renewal meetings

Healthcare Benefits Programs

  • Provides guidance to employees on enrollments, rollovers, claims issues, plan changes, COBRA etc.
  • Plans, coordinates, implements, facilitates annual open enrollments and plan renewal process, including review of costs/premiums effectiveness, and possible plan design and changes while helping ensure plan competitiveness.
  • Prepares/runs census healthcare benefits related reports, and addresses issues

Retirement Benefits Programs

  • Plans, coordinates, implements annual open enrollments and plan renewal process, including possible plan design and changes while supporting plan equity and competitiveness.
  • Provides guidance to employees on elections, rollovers, distributions, withdrawals, etc.
  • Prepares/runs retirement benefits related reports; addresses issues on system
  • Ensure that 403B plan is funded post payroll
  • Ensure all employee enrollments and changes are entered in ADP
  • Serve on the retirement benefits committee

Leaves and Accommodations

  • Manages leave programs, supporting employees, collaborating with providers/vendors, partnering with the HR team.
  • Communicates with managers regarding leave statuses and facilitates a return to work.
  • Serves as primary contact for leaves of absence and accommodation requests. Identifies the need for, conducts, and documents the interactive process per ADA guidelines.
  • Communicates with stakeholders the progress and results of the interactive process.
  • Coordinates with the HR team, safety and legal counsel as needed.
  • Communicates with employees regarding their needs for leave and/or modified work schedules, benefits available, and ensures they have the information needed to file a claim.
  • Advises employees and managers on the interaction of leave laws with paid time off, workers’ compensation, and short-term and long-term disability benefits.
  • Ensures accurate employee information is timely processed in ADP.
  • Maintains knowledge of all applicable leave and accommodation laws including the FMLA, ADA, and state and local laws. Recommends revisions to leave structure and policies to ensure compliance with federal, state, and local laws and regulations.
  • Maintains complete and accurate records of leave and accommodation requests in accordance with specified legal requirements and documentation of best practices.
  • Preserves confidentiality of employee medical documentation and files.

Workers Compensation Administrator

  • Partners with Safety and Workers Comp providers in managing work injury claims.
  • Monitors claims and is the liaison with employees for Workers Compensation claims.

Education and/or Experience:

  • 4+ years of Benefits experience
  • Experience working in an HRIS or other complex database system; ADP is a plus
  • Knowledge of relevant labor and employment laws, benefit plans and design, benefits contract language; able to manage multiple vendor relationships; knowledge of relevant regulations, filings and compliance requirements affecting employee benefits programs, including ERISA, COBRA, FMLA, ADA, workers’ compensation, Medicare, COBRA, and Social Security and DOL requirements
  • Verbal, written, listening, and presenting skills; able to interact with individuals at all levels across the organization in large, small and individual group settings; communicate and explain complex information through presentations and written materials
  • Computer proficiency and technical aptitude required; Excel or other spreadsheet application

Physical Requirements and Work Environments:

  • This position is located at the Parks Conservancy’s headquarters in Fort Mason, San Francisco. It is expected that this role will be required to be on-site 4 days per month to meet the essential functions of this position.

Salary and Benefits: The salary range is $80,000 to $85,000.
