PURPOSE: This position is responsible for serving as the technical liaison between the County User Departments and Information Systems. This positions provides troubleshooting and support for maintenance/upgrades, purchases and implementation of business applications.

RESPONSIBILITIES:

• Serves as the liaison between the County user departments and Information Systems
• Planning, design, implementation, operation, testing, deployment, maintenance, performance, security, and recovery of County Business Applications.
• Gathers requirements, documents analysis, creates project plans, capacity plans, risk analysis, quality plans, resource plans, surveys, site visits, business process descriptions, user acceptance criteria, business analysis, task and workflow analysis.
• Assists in the development and maintenance data standards, security standards, backup and recovery thresholds.
• Plans and provides technical support for data migrations, upgrades and outages, imports and exports.
• Assists in setting work priorities and supporting technicians as required. Coordinates with Project Managers, Software Vendors, Technical staff and/or Developers as needed to ensure business application availability and usability.
• Manages programs, projects and resources as required.
• Utilizes Project Management Software and PMBOK methodology
• Creates and facilitates formal presentations as required.
• Develops bid requirements for various initiatives, review submitted bids for compliance with stated requirements, score and make appropriate award.
• Creates training documentation and provide technical and end user training as required.
• Assists in the preparation of quotations, Requests for Proposals/Qualifications and Bid Specifications.
• Assist with the development of department metrics.

REQUIREMENTS:

• Bachelor’s Degree in Information Technology or related field
• Minimum two (2) years’ experience in application support and delivery or equivalent
• Strong interpersonal and communications skills. Sound judgment in problem solving, critical analysis, and customer relationships
• Self-starter with a strong desire for achievement and who can demonstrate the ability to lead a team while being an excellent team player
• Work experience with SQL server in a Windows environment
• Experience with Microsoft Office suite including VISIO
• Report writing required - querying experience is a plus
• Ability to work independently on multiple projects against deadlines
• Ability to rapidly learn and take advantage of new concepts, business models, and technologies
• Experience with handling customer and other third-party vendors effectively
• Adaptability, flexibility, approachability, and a willingness to work with others in a collaborative team environment
• Aptitude to learn new software and systems
• Knowledge of ServiceNow preferred

Pay: $57,446.00 - $85,278.00 per year
