This is a full-time position with Tecknomic and the project is with OCTO-Office of the Chief Technology Officer in DC. This is a hybrid role. Senior Business Analyst with proven professional experience in business analysis, systems analysis, user story creation and requirements documentation.

OCTO’s Applications Development & Operations Group is looking for a Senior Business Analyst (BA) whose primary responsibilities will include; conducting integrated teaming sessions, performing systems analysis, developing user stories from Product Backlog Items, performing general business analysis activities and developing/assisting in the development of documentation related to all project activities for the life of the project, to include but not limited to technical and functional requirements and user guides. The BA will work under the supervision of a Senior Technical Project Manager/Scrum Master.

Candidate must have experience with Project Management concepts including a deep understanding of the Agile Scrum Methodology.

The successful candidates will demonstrate the following knowledge, skills, characteristics, experiences and/or abilities:
•    Interfacing with internal agency technical staff to convey an understanding of customer business systems in technical terms;
•    Applying fundamentals of business systems analysis to properly document both process and automated systems;
•    Gathering and documenting business, functional and technical requirements for the purposes of software application development;
•    Documenting accurate use cases and user stories based on customer requirements;
•    Taking responsibility for the quality and comprehensiveness of all project documentation artifacts, to include, but not limited to, customer questionnaires, business systems’ technical architecture, test plans, user stories, requirements documentation, and systems user guides;
•    Exhibiting strong interpersonal and communication skills and the ability to interface with a wide audience ranging from senior executives and associated business personnel to software developers, testers, database architects and systems engineers;
•    Displaying a high degree of adaptability, flexibility, and willingness to assist fellow team members; and
•    Displaying extremely strong critical thinking skills.

CONTRACT JOB DESCRIPTION
Responsibilities:
1. Analyzes process and re-engineering with an understanding of technical problems and solutions as they relate to the current and future business environment.
2. Creates process change by integrating new processes with existing ones and communicating these changes to impacted Business Systems teams.
3. Recommends and facilitates quality improvement efforts.

Minimum Education/Certification Requirements:
Bachelor’s degree in IT or related field or equivalent experience

Job Type: Full-time

Pay: $1.00 - $77.00 per year
