OVERVIEW:
The Department of Administrative and Financial Services (DAFS) Office of Information Technology (MaineIT) provides information technology support to over 13,000 employees. MaineIT oversees large scale enterprise applications that support the critical and diverse business needs of the State of Maine and its agencies.

ABOUT THE JOB DETAILS:
Continuity of operations planning provides the procedures for sustaining the State’s mission-essential functions during a wide range of emergency circumstances prior to returning to normal operations. Business continuity addresses the continuation of mission essential business processes and their supporting information technology systems during and after a disruption. This position supports the State Chief Information Security Officer in the performance of duties and responsibilities associated with ensuring the resiliency of continuity of operations and continuity of government as they relate to information technology.
This position will provide specialized consultative advice, expertise, and guidance to the to numerous State of Maine departments on the conduct of contingency planning as specified in federal law and guidance. Ensure the development, approval, periodic review, training, testing and exercises of contingency plans. This position routinely deals with highly sensitive details surrounding the security of the State of Maine network and the confidential data it contains.
The position will work with contracted support in the completion of this important mission.
Hybrid Work Opportunity – The employee in this position currently has the opportunity to work from home as much as 90% of the time.

CONTINUED PROFESSIONAL DEVELOPMENT OPPORTUNITIES:
- Select and work with vendor support and best in class automated planning tools to establish and maintain a state resiliency program.
- Improved understanding on all manner of contingency plans including Incident Response, Information System Contingency, Continuity of Operations Plan, Occupant Emergency, and Crisis Communication Plans and planning.
- Work with every department in the executive branch and gain an understanding of their essential business functions and how they deliver essential services to State of Maine citizens; and
- Experience working in state government as part of a large IT enterprise.
WHAT WILL YOU DO?
- Develop the contingency planning policy statement. A formal department or agency policy provides the authority and guidance necessary to develop an effective contingency plan.
- Conduct the business impact analysis (BIA). The BIA helps to identify and prioritize critical IT systems and components.
- Identify preventive controls. Measures taken to reduce the effects of system disruptions can increase system availability and reduce contingency life cycle costs.
- Develop recovery strategies. Thorough recovery strategies ensure that the system may be recovered quickly and effectively following a disruption.
- Develop an IT contingency plan. The contingency plan should contain detailed guidance and procedures for restoring a damaged system.
- Plan testing, training, and exercises. Testing the plan identifies planning gaps, whereas training prepares recovery personnel for plan activation; both activities improve plan effectiveness and overall agency preparedness.
- Plan maintenance. The plan should be a living document that is updated regularly to remain current with system enhancements.
MINIMUM QUALIFICATIONS:
A Bachelor of Arts degree in an appropriate field (e.g., Computer Science, Information Technology) and two years demonstrated experience with contingency planning and conducting a Business Impact Analysis. Four years of direct experience with disaster recovery planning may be used in lieu of a degree. Professional certification a plus (e.g., CBCP). Additionally, strong experience with the backup and recovery of networks and systems is a must.

SALARY:
JOB CLASS CODE: MH 31 POSITION: 004250755 PAY GRADE: 31 – ($75,275.20 -102,502.40)
