Job Summary:

Responsible for advising on Navy Maintenance policies, procedures, and systems. The Navy Maintenance SME will advise Program/Project Managers in the execution of technical and/or non-technical programs in accordance with contract requirements and company policies, procedures, and guidelines. The Navy Maintenance Subject Matter Expert (SME) is also responsible to the growth of the work in accordance with yearly assigned corporate goals and objectives.

Working as part of the Business Development Team, the Capture Manager serves as the interface with assigned business units or functional areas, leveraging their experience across the business development lifecycle from opportunity identification, qualification, capture and proposal submission. The Capture Manager will lead complex, technical bids including developing an in-depth understanding of the potential client’s requirements and challenges, competitive advantages/differentiators, development of solutions and forming a team of experts to deliver a meaningful solution.

Sourcing Applicants in commuting distance of either the Charleston, SC or Chesapeake, VA. This is a remote position with 10% expectation of travel mainly to up and down the East Coast. 80% of this individual's time will be focused on Capture & Business Development, and 20% actively advising our MFOM team.

Responsibilities:

Navy Maintenance SME Responsibilities:

  • Advises on the development of Navy Maintenance Business Opportunity Plans
  • Works with existing Navy Maintenance programs to ensure quality and consistent adherence to customer processes and procedures
  • Identifies tactical and strategic opportunities to align efforts across programs through internal and external partnerships
  • Advises and participates in portfolio activities for Navy Maintenance Enterprise opportunities
  • Provides thought leadership to project analyses and process improvement
  • Assists Program/Project Managers with employment, training, mentoring, motivation, and performance evaluation of assigned employees
  • Works with the Program/Project Managers to achieve operational objectives by contributing information and recommendations to strategic plans and reviews, preparing and completing action plans
  • Works with the Program/Project Managers to resolve problems, identifies trends, determines system improvements and change
  • Clearly documents and presents research reports including creation of diagrams and procedure documentation
  • Possess a broad knowledge of most technical and business resources and use them to effectively coordinate internal and external resources
  • Identifies, screens, and evaluates new solution opportunities to address unmet customer needs
  • Utilizes the appropriate technologies and ensure that customers have the solutions they need, when they need them, and in the media best suited to their requirements
  • Collaborates with architecture and operations teams to ensure solution compatibility with company standards
  • Continually enhances job knowledge by participating in educational opportunities, sharing professional publications, maintaining professional networks and professional organizations

Capture Lead Responsibilities:

  • Run capture processes on new business opportunities
  • Lead strategic capture efforts throughout the sales lifecycle
  • Perform market analysis, identify opportunities, develop and execute capture plans, and monitor competitor activity for each capture
  • Ability to work with executives and senior leadership
  • Conduct competitive analysis to develop competitive solutions
  • Create and analyze relevant information and develop recommendations that they present to senior management.
  • Mentor and develop staff on capture requirements and strategies.
  • Utilize the appropriate technologies and ensure that customers have the solutions they need, when they need them, and in the media best suited to their requirements.

Basic Qualifications:

  • Bachelor’s degree in a Technical Discipline or a Business Degree with a concentration in Technology Management, and/or Management and leadership
  • 5+ years’ of technical and/or supervisory experience in the management of multi-task, multi-function projects within the Department of Defense or Federal contracting environment
  • Possess a working knowledge of Department of Defense and/or federal procurement practices, specifically in Navy Maintenance programs
  • Possess strong analytical skills, including an understanding of business economics and financial resources
  • Experience in preparing reports and briefings
  • Demonstrated analytical and time-management skills
  • Demonstrated ability to work as an active member of a team
  • Excellent verbal and written communication skills; the ability to call, connect, and interact with all levels of an organization and/or potential customers
  • Ability to professionally and confidently communicate with Executives, customer / partner / company
  • Strong attention to detail and organizational skills
  • Experience working with the following Navy Clients: USFFC, NAVSEA and NIWC LANT at a senior level
  • 3+ years of demonstrated experience leading capture efforts in support of Federal procurements
  • Demonstrated understanding of capture management best practices
  • Demonstrated experience managing and writing proposals
  • Demonstrated ability to capture business
  • Excellent organizational skills and ability to meet deadlines
  • Excellent presentation and verbal communication skills
  • Exceptional interpersonal, problem solving, and business acumen
  • Proactive, attention to detail, project management, and organizational skills
  • Experience with Google Suite of tools and MS Office products
  • Ability to obtain and maintain a DoD Secret Clearance

Preferred Qualifications:

  • Master’s Degree in a technical or business discipline
  • 3+ years’ business development experience to include opportunity identification, capture, teaming, proposal development, and proposal review
  • PMP certification
  • Experience developing price-to-win analysis
  • Familiarity with Norfolk, VA; Charleston, SC and DC Metro areas

The compensation range for this position: $140k - $170k /annually
