Position Description
The Department of Business and Industry (B&I), Division of Industrial Relations (DIR) is recruiting to fill a Business Process Analyst 2 position within the Workers' Compensation Section (WCS) in Las Vegas. The position will report to the Management Analyst IV, Manager of the Research, Analysis, and Indexing Unit, and is responsible for serving as liaison between both internal and external system users and the IT Professionals and contracted vendors. The incumbent will apply recognized data processing concepts to business process plans and analyses; develop and communicate requirements by participating in WCS program planning; determine business function and user requirements through consultation with users, technicians, vendors, management, program developers, and IT professionals; prioritize IT project goals and requirements; develop written requirements for WCS' Claims and Regulatory Data System (CARDS) and preparing documentation for policy and procedures for the CARDS system manual; test the system for functionality by running test plans and participate in quality assurance; contribute to procedure development and evaluation by creating and implementing procedures, developing transition plans and training materials, and participating in training development and presentations; monitor financial aspects of system development by recommending and justifying expenditure decisions, participating in budgeting, and preparing purchase requests; document business and functional requirements for proposed projects; document and review test results to assess the accuracy and completeness of application code; assist with monitoring quality assurance for a variety of programs; assist with training staff and external users on the use of systems/software, either individually or in a classroom setting; consult with programmers regarding the technical requirements, logic, and deficiencies of programs; analyze the regulatory environment by reviewing new and revised NRS, NAC, and agency policies and interpret their effect on the program area; serve as project lead and coordinate with other staff members by initiating system work requests, assisting staff in developing specifications to program areas that interact with computer processes and output, and working with programmers to test and support implementation of system changes.
Minimum Qualifications
Bachelor's degree from an accredited college or university in business, public administration, management information systems, or other disciplines related to the assignment and two years of professional experience in a related program area analyzing and interpreting program laws, regulations, policies and procedures, which included one year of experience applying recognized data processing concepts to business process planning and analyses; OR one year of experience as a Business Process Analyst I in Nevada State service; OR an equivalent combination of education and experience as described above.
Experience testing system functionality is required.
