The Utility Services Capital Projects Manager is a professional position, working independently under the Director of Utility Services in the General & Engineering Division. The position is responsible for the management and administration of the Utility Services Department’s Capital Improvement Program (CIP) and related projects, involving water, wastewater, and reuse water. Also included is oversight of the County’s Renewal and Replacement (R&R) projects, deferred maintenance items, and other project-related management duties necessary to support the mission of the Utilities CIP.

EXAMPLE OF DUTIES
Gathers and analyzes data and information related to the County’s Water Distribution, Wastewater Collection, Reuse Water System, and prepares recommendations for the Division’s budget and Capital Improvement Program (CIP) to maintain a system that can service the needs of the County to include expansion, renewal and replacement program. Works closely with key stakeholders to coordinate activities and develop overall projects and programs.Organizes, directs, and supervises work activities in support of utility capital improvement projects design and engineering effortsMakes decisions and recommendations on engineering problems and methods, using best engineering practices.Performs periodic on-site assessments of assigned projects. Makes recommendations for corrective actions, as necessary.Helps develop project estimates for budgeting purposes and assists in associated capital project grant coordination services.Administers professional services contracts, negotiates changes in the scope of work, and approves field changes for capital projects, as necessary.Has full technical responsibility for interpreting, organizing, executing, and coordinating assignments.Supervises various support staff, such as Engineers, Inspectors, and Technicians in support of assigned projects.

MINIMUM QUALIFICATIONS
Education/Experience: Bachelor's degree in civil or sanitary engineering, or a related field and five (5) years of experience in professional engineering and project management, combined with a work history of progressively responsible supervisory experience. Experience in the civil planning, budgeting, engineering, and construction oversight of utility system capital projects is essential. Demonstrated experience in the construction and maintenance of water distribution systems, wastewater collection and reuse systems, bid specifications development, engineering drawing review, site plans review, utility relocations, and capital project budgeting and management highly desired. Licenses, Certifications, or Registrations: Registration as a Civil Engineer in the State of Florida, or the ability to secure registration, within a reasonable time following appointment is required. Valid State of Florida driver’s license.Knowledge, Abilities, and Skills: Knowledge of the principles and practices of engineering as applied to the design, construction, and maintenance of water distribution and wastewater collection, and reuse systems.Ability to successfully plan and direct the work of engineers, contractors, technicians, and clerical personnel in support of the maintenance and expansion of the County’s utility systems.Ability to apply engineering knowledge to specific administrative and technical problems and provide technical and professional insights to a wide variety of engineering plans, civil specifications, and related documents and administer associated complex contracts.Ability to give technical and professional review to a wide variety of engineering plans, specifications, and related documents.Ability to communicate clearly and concisely, orally and in writing.Ability to develop and prepare plans as needed in-house.Ability to establish and maintain effective working relations as necessitated by work assignments.Skilled in operational and capital improvement budgeting and construction management and have experience in permitting and regulatory processes.
