General Description

The CAPPS Payroll Accountant works within the Office of the Governor (OOG), Financial Services Division, and reports to the Director of Financial Services. Performs highly complex (senior-level) accounting work. Work involves preparing and overseeing the agency payroll; administering, monitoring, and evaluating the development and operation of the compensation program; and ensuring compliance with state and federal laws and regulations. May supervise the work of others. Works under limited supervision, with considerable latitude for initiative and independent judgement.

Essential Duties

  • Administers and processes multiple payroll operations for the OOG; ensures compliance with monthly payroll and direct deposit deadlines set by the Texas Comptroller of Public Accounts (CPA).
  • Ensures accurate entry and documentation of employees’ payroll data in accordance with state and federal regulations, Texas Payroll/Personnel Resource guidelines, and the current General Appropriations Act.
  • Processes employee payroll deductions.
  • Oversees and prepares quarterly state unemployment and federal tax reports.
  • Processes calendar year end reports to run and distribute employees’ W-2 form.
  • Responsible for timely filing of Employer Federal Tax documents such as 941 Quarterly Tax returns, W-2 Wage and Tax statements, along with quarterly payroll reports in conjunction with Texas Workforce Commission (TWC), and the Internal Revenue Service (IRS).
  • Ensures agency’s compliance with IRS employer tax regulations; communicating orally and in writing with the IRS to resolve tax inquiries or discrepancies.
  • Works closely with the Director of Financial Services and the Budget Manager on processing monthly, quarterly, fiscal year end and calendar year end reports. Coordinates with IRS and TWC and other external entities as needed to execute agency functions.
  • Compiles, verifies, posts, and audits data when computing taxes, calculating deductions, filling out business or government forms, and preparing reports.
  • Provides the Director of Financial Services with payroll information in preparation for the annual financial report (AFR).
  • Establishes internal payroll deadlines for the agency in accordance with deadlines set by the Comptroller’s Office for payroll submission.
  • Interprets payroll rules, regulations, policies, and procedures and provides guidance to OOG staff.
  • Provide technical assistance on processing payrolls through Centralized Accounting and Payroll/Personnel System (CAPPS).
  • Serves as the agency’s CAPPS payroll contact; coordinates payroll issues and changes with the Human Resources Division.
  • Works cross-functionally with all levels of employees and management/leadership within the agency and with other agencies and external clients.
  • Serves as an Agency Level 1 Support Staff for CAPPS.
  • Attends CAPPS User Group Meetings and communicates changes to OOG staff.
  • May analyze monthly payroll expenditures and assign appropriate codes for employee salaries to ensure compliance with budgetary funding levels and conduct continuous reviews to ensure stable payroll expenditure patterns.
  • May review monthly payroll allocation reports and verify the accuracy of allocation totals.
  • May assist with fiscal notes during legislative session as needed.
  • Maintains regular work schedule.
  • Performs all other related duties as assigned.

Minimum Qualifications

  • Graduation from an accredited four-year college or university with a degree in accounting, finance, business administration, management, or related field;
  • Four (4) years of progressively responsible accounting experience in a related field; and
  • Experience using the Centralized Accounting and Payroll/Personnel System (CAPPS).

Note: Experience and education may be substituted for one another on a year-for-year basis. Certification as a Certified Public Accountant (CPA) will substitute for two (2) years of experience.

Preferred Qualifications

  • Experience working in Texas state government.
  • Working knowledge of IRS, Social Security, and CPA regulations related to payroll.

  • Knowledge of payroll administration principles and practices on compensation, record retention, and state and federal tax reporting.
  • Knowledge of accounting principles and mathematical reasoning.
  • Knowledge of tax and compensation deduction laws.
  • Knowledge of state classification and compensation systems.
  • Knowledge of SPRS, USAS, CAPPS, SAO, and OAG automated systems.
  • Skill in the use of a personal computer and applicable software.
  • Skill in verbal and written communication.
  • Ability to interpret laws and regulations.
  • Ability with use of discretion with sensitive information.
  • Ability to be reliable in attendance and to meet deadlines.
  • Ability to explain policies and procedures to staff and the public.
  • Ability to plan, organize, and coordinate programs and activities.
  • Ability to identify problems, evaluates alternatives, and implements effective solutions.
  • Ability to communicate effectively to convey ideas and concepts.
  • Ability to maintain effective working relationships within and outside the agency.
  • Ability to handle multiple tasks simultaneously but remain detail oriented.

Registration, Certification or Licensure

Valid Texas Driver’s License.

Physical Requirements and/or Working Conditions

This classification functions in a standard office environment. Ability to move up to 20 Ibs. Ability to drive and travel as needed. Will need to move about the office to access file cabinets, office machinery, set up conference rooms for meetings, etc. Must be able to communicate and exchange accurate information via phone, computer and in person. Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic and media formats. Must be able to work hours during a legislative session that include holidays and as needed.
