Willamette Valley Bank has an opening for a Chief Administration Officer (CAO). The CAO is responsible for supporting production by developing exceptional teams to manage infrastructure, information technology, security, human resources, training, corporate governance, vendor management, compliance and risk management. Key Responsibilities and Accountabilities:

  • Overseeing and monitoring the banks administration departments.
  • Utilize analytics, monitoring, and mitigation to effectively translate the risk appetite framework into informed decision-making practices that support the banks business model and strategic plan.
  • Maintain a strong and sound corporate management framework and culture, and continuously enhance processes, controls, and systems.
  • Monitor and report on adherence to and consistency of strategic initiatives with Board-approved risk appetite framework, risk tolerances and risk profile.
  • Develop and maintain a constructive working relationship with the Board of Directors, Executive Management, Senior Leadership and Staff.
  • Perform Corporate Secretary duties to include: corporate governance, attending board meetings, coordinating preparation of agendas and minutes, preparation of notices and filings, and all other Board related matters.
  • Consult with management in the development of corporate policies and procedures to ensure compliance with relevant laws, rules, regulations, and best practices.
  • Report to the President on legal matters regarding policies, procedures and third-party management.
  • Coordinate with outside counsel on litigation cases.
  • Manage regulatory interactions and processes, participate in compliance reviews, prepare for and assist with regulatory examinations, including attendance at closing meetings and constructing responses to examination reports and requirements. Keep Board informed of all regulatory issues.
  • Assist in development and monitoring of all Risk Management Programs; provide BSA and compliance expertise and advice, including guidance, research and interpretation of applicable statutes and regulations for compliance.
  • Facilitate the maintenance of organizational behavior; manage, implement and monitor effective management practices and ensure operating policies and procedures are followed throughout the organization.
  • Develop policies and programs that encourage managers and employees to report any concerns without fear of retaliation.
  • Act as the banks primary subject matter expert on all areas of risk, compliance and process management.
  • Independently investigate internal matters.
  • Must be able to effectively communicate to all staff members with an understanding of their individual job functions to help balance compliance with work productivity.
  • Balance compliance and associated risk with the related business activity and overall profitability.

Supervisory Responsibilities:

  • Manages all employees within the assigned departments.


Knowledge, Skills and Abilities:

  • Must be competent and knowledgeable in banking industry processes and compliance, with an emphasis on mortgage lending.
  • Knowledge of Bank policies and procedures.
  • Knowledge of strategic planning
  • Knowledge and understanding of process development and implementation.
  • Knowledge of project management concepts and application.
  • Strong verbal and written communication skills.

Education and Experience:

Bachelor’s degree in an appropriate discipline. 10+ years of successful compliance management experience and 5+ years of management experience or an equivalent combination of education and experience.

Mental and Physical Effort:

Decision making is at the conceptual level. Decisions often create precedents through interpretation of standards, policies, procedures and rules. May be the key decision maker or approver for others.

Lifting equipment or files of 1-10 pounds on a regular basis, lifting equipment or boxes of 10-25 pounds on an occasion. Sits or stands for long periods of time working at a computer and typing. Uses hands to handle controls or feel objects, tools or controls. Audio/Visual: Ability to accurately interpret sounds and associated meanings at a volume consistent with interpersonal conversation. Regularly required to accurately perceive, distinguish and interpret information received visually and through audio; e.g., words, numbers and other data broadcasted aloud/viewed on a screen, as well as print and other media.

Working Conditions:

Works in an office environment or home office with minimal workplace hazards and low to moderate levels of noise. Works during the day and during the week. Some positions may require overtime and working evenings or weekends. Occasional travel to other work sites, conferences, training or meetings may be required.
