The Department for Aging and Rehabilitative Services
(
DARS
), a 2022 ATD Best Winner in Talent Development, is seeking a proven, forward-thinking, innovative, customer-focused leader to serve as Chief Financial Officer
(
CFO
). While managing three direct reports and a total staff of 30+, the CFO provides leadership for development, implementation and evaluation of policies, procedures, strategies and oversight of all financial functions
(accounting, budgeting, forecasting, cash flow, etc.). As a member of the DARS Senior Leadership team the CFO serves as a strategic advisor to the Commissioner as well as across the agency and must be a strong leader who is willing to challenge the status quo while championing the mission and culture of DARS.
Minimum Qualifications
Comprehensive knowledge of and/or experience in financial accounting; budget preparation; cash flow analysis; revenue forecasting; federal grants management; and financial computer system operations.
Proven business acumen and clear comprehension of the applicable legal, regulatory and financial elements of the business.
Ability to plan, direct, and coordinate the work of professional personnel through effective delegation of authority and responsibility; practice collaborative management techniques with internal and external stakeholders across the agency and state government; develop, implement, and interpret internal and external policies and procedures; conduct research and analyze data to reach accurate, logical and defensible conclusions; provide sound guidance and direction to agency leadership; and communicate effectively both orally and in writing.
Preferred Qualifications
Graduate level degree in Business, Accounting, Finance or related field or an equivalent combination of education, training and professional work experience.
Extensive track record of managing and leading a finance team.
Considerable experience managing multiple and complex funding sources.

Considerable experience and/or knowledge of state appropriations and budget process.
