Job Title: Child Protective Services Worker
General Description:
The Child Protective Services Worker responds directly to reports of child abuse and/or neglect. The CPS worker will respond by using engagement and attentive listening skills to collaborate with families while ensuring the well-being and safety of
Supervision Received: Works under the general supervision of the Child Protective Services (CPS) Manager subsequent to the Child Welfare Services Director.
Supervision Exercised: No supervision is currently exercised.
Supervision Essential Job Functions:
- Promote and demonstrate appropriate respect for cultural diversity, conveying a non-judgemental attitude while working with a diverse population;
- Must be knowledgeable and able to articulate and interpret Chickasaw Nation Tribal Codes, The Indian Child Welfare Act of 1978, in addition to having current and working knowledge of the Adoptions and Safe Families Act of 1997;
- Must be knowledgeable about the Health Insurance Portability and Accountability Act of 1996 (HIPPA) and confidentiality.
- Investigates reports of abuse/neglect of children to assess current or future risk to children by interviewing parents, family members, and others;
- Must know the difference between sexual abuse, physical abuse, psychological abuse, and neglect, and the different treatment modalities;
- Assists families with referral to services and ensures that results are received by appropriate tribal staff;
- Must be knowledgeable of crisis intervention and de-escalation techniques;
- Provide home assessments, background and CANIS checks (Child Abuse and Neglect) and collaborate with OKDHS when American Indian families are subject to child welfare investigations;
- Maintain close contact with OKDHS counterparts;
- Be a strong advocate for ICWA when participating in OKDHS investigations and court proceedings;
- Prepare person-centered, strength-based safety plans, be knowledgeable of court procedures and legal findings and prepare court reports;
- Supervise, assist and assess parent-of-child interactions during family visitation if children are in an out-home placement (foster care);
- Participate in court proceedings and have an understanding of courtroom protocol and mannerisms in both state and tribal court systems;
- Conduct investigations by using interviewing techniques;
- Provide information and referral services for professional or medical attention as indicated;
- Provide support, and interpretation of court actions and tribal-related matters as needed to families involved with OKDHS and tribal court;
- Document in the case all progress notes and confidentially maintain all records of clients;
- Prepare monthly reports for submission to the Child Welfare Supervisor and Director;
- Transport families in program-related situations when no other means of transportation is available;
- Must be willing and able to work flexible schedules, including frequent after-hours and on-call rotation;
- Must be comfortable entering into home environments to assess child maltreatment;
- Will provide standard program information/presentations to schools, community organizations, churches, youth groups, etc;
- Receive annual training regarding Child Abuse/Neglect, Substance Abuse, Domestic Violence, Sexual Abuse, and ICWA. (other related trainings are also encouraged);
- Initiates relative/kinship resource assessments and paperwork, collecting criminal information and assessing home environment to assure the safety of the child;
- Responsible for daily case management functions within the Chickasaw Nation Child Welfare Services by assessing client resources;
- Works as a member of the Multi-Disciplinary Team for Child Welfare Services;
- Able to cross-train and provide support/backup for other child welfare positions in CNCWS;
- Demonstrates responsibility and accountability for adherence to organizational and departmental standards and policies;
- Maintain vehicle maintenance of tribal vehicles and GSA assigned to CNCWS;
- Prioritizes work assignments and accomplishes tasks accurately and promptly; and
- The employee is responsible for all other miscellaneous duties as assigned.
Minimum Qualifications
Knowledge, Skills, and Abilities:
Preferred - Be thoroughly knowledgeable with the Indian Child Welfare Act fo 1978 and basic knowledge of Title IV-E investigative requirements; Preferred - Have skills in establishing and maintaining effective working relationships and skill in investigative techniques; Preferred - Ability to operate a personal computer and various software packages; Preferred - Ability to be on call on a rotating basis; Preferred - Have counseling skills and have a thorough understanding of confidentiality issues and be willing to maintain confidentiality; Preferred - Be thoroughly knowledgeable in the social work field (with experience in working with American Indian Populations), domestic and family violence, mental illness, substance abuse, and coordination of services and resources; Preferred - Be an exemplary role model; must be able to effectivley communicate; Preferred - Be able to communicate well with staff and work as a team member of the Child Welfare Services; Preferred - Be able to accurately evaluate crisis situations and be able to deescalate those situations; Preferred - Be willing to work irregular hours and weekend as needed, or required by job duties; Preferred - Maintain current knowledge of agency policies and procedures along with tribal resources; Preferred - Have skill in effective verbal and written communication. Preferred - Have effective communication through a trauma-informed manner, both verbally and in writing; Preferred - Be knowledgeable of jurisdictional boundaries of the Chickasaw Nation, trust land, and sovereignty, as well as federal, state, county, and local laws, regulations, ordinances, legislation, and requirements; Preferred - Be able to prioritize work to pursue goals; Preferred - Be able to make solid informed decisions about casework through the confines of supervision while maintaining objectivity; Preferred - Demonstrate excellence in everything, and continually seek improvement in results; Preferred - Have reliable transportation to and from work; Preferred - Assess families strengths and needs; Preferred - Be persuasive and tactful in controversial situations; Preferred - Work independently and meet strict timelines and; Preferred - Always support the overall mission of the Chickasaw Nation and its citizens.
Education:
Bachelors Preferred - Baccalaureate degree in social work, psychology, behavioral health, counseling, or social services-related field preferred; Associates Preferred - Or, a baccalaureate degree in a field with two years, or more experience in child welfare services.

Training And Experience:
Preferred Training (0 - 6 months) - Thorough knowledge of the Indian Child Welfare Act.
Licenses, Certifications, Other:
Required - Must be at least 21 years of age; Required - Must be able to pass a background check and complete a pre-employment drug test with a negative result. Required - Possess and maintain a valid Oklahoma driver's license and a safe driving record.
Physical Requirements:
Preferred - Able to drive for long distances; Preferred - Must be able to lift up to 30 pounds and secure baby carriers and or car seats in vehicles accurately; and Preferred - Must be able to walk, stand, bend, stoop, kneel, or crouch in order to engage children and families during work.
