Job Summary

Performs technical, detailed, and specialized work investigating complaints, conducting research and inspections, making reports, and performing proactive patrols for violations and non-compliance with local, state, and federal codes, ordinances, and regulations; prepares and prosecutes cases in court and quasi-judicial boards based on the area of assignment.

Essential Functions
  • Interprets, administers, and enforces the provisions of County and state laws, ordinances, and regulations pertaining to contractor licensing; answers questions pertaining to contractor issues and licensing, code requirements for contractors, property owners, engineers, architects, and attorneys.
  • Assists with the development, drafting, and revisions to County ordinances based on observations in the field.
  • Performs proactive patrols of assigned areas within the County to detect violations; removes signs on right-of-way along roadways.
  • Serves as liaison between County Divisions, contractors, citizens, or business owners to correct violations.
  • Responds to questions, complaints, and requests for information/assistance from the public, civic groups, business/property owners, court personnel, contractors, various agencies, employees, officials, attorneys, inspectors, supervisors, or other individuals regarding the most common violations; develops proactive plans to address community issues to include sweeps for violations and community education programs; provides timely response to all correspondence.
  • Establishes and maintains positive public relations; attends community meetings; and informs and educates business owners and homeowners on code issues and regulations.
  • Enters signs, property, and violation photographs and other information into a computer database; retrieves, reviews, or organizes case information using a computer database; verifies the accuracy of data; and makes corrections as appropriate.
  • Initiate licensing cases; enters and tracks cases in the County database; performs follow-up on existing licensing cases; and responds to written, telephone, and electronic questions and complaints from the general public, inspectors, contractors, complainants, and individuals from various internal and external agencies and organizations.
  • Prepares and reviews legal documents used in the prosecution of violators; attends hearings to provide testimony; presents cases to the Contractor Licensing Board; presents cases before District Court and Florida States Attorney Office; and testifies in civil and criminal courtroom hearings and judicial proceedings.
  • Performs proactive patrols of assigned areas within the County to uncover violations of the Collier County Contractor Licensing Ordinance.
  • Conducts sweep operations to flag unlicensed activity in partnership with the State of Florida, the Collier County Sheriff’s office, and other organizations.
  • Conducts various types of investigations; scrutinizes unlicensed contractors; inspects contractor activities; probes into unscrupulous exploitation of the elderly; examines a variety of complaints; and obtains witness and/or complainant statements and other related documentation from property owners and contractors.
  • Reviews architectural drawings; inspects buildings for code violations; discusses areas of noncompliance with parties involved; issues stop-work orders as necessary and meets with Building Officials to determine code violations.
  • Conducts workshops to educate contractors, homeowner associations, and property management organizations on the requirements of Collier County Ordinance 99-45, as amended, as well as other local and state laws and regulations pertaining to licensing, permits, codes, and zoning.
  • During license renewal periods, processes contractor licensing applications for renewals and updated insurance policies; enters information into the licensing database.
Minimum Qualifications
  • High school diploma or GED required; Bachelor’s degree preferred.
  • One (1) year of related experience.
  • Fingerprinting required.

LICENSES/CERTIFICATES
  • Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.
  • Must obtain FEMA and NIMS certifications as required.
  • May be required to obtain and maintain a Public Notary License.
  • Must obtain and maintain a Licensing Officials Association of Florida (CLOAF) certification or other state certifications as related to this position within 18 months of hire.

  • Salary offers above the minimum pay grade may be considered based on qualifications.
  • Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident-by-incident basis, the County’s Administrative Office will make the determination as to who will be required to work.
