Description:Position Summary
The Collections Manager will oversee the collections operation for all residential, consumer, and commercial loans for the Bank. The Collections Manager will ensure the collections process adheres to state and federal laws and internal Bank policies. The Collections Manager should be well versed on the state and federal collections laws that are in place, including the Fair Debt Collection Practices Act (FDCPA), as well as investor, participation, private mortgage insurance and SBA collection guidelines. Handling, compilation, sorting, verifying accuracy of data and reporting is a vital part of the position.
Essential Job Functions/Responsibilities
The essential functions include, but are not limited to the following:

  • Maintains thorough knowledge and understanding of Bank policies, procedures, guidelines, and philosophies. Ensures compliance with all applicable federal, state, and local regulations.
  • Manages the Bank’s collection activities.
  • Manages collections on loans serviced for others including Freddie Mac.
  • Monitors the status of delinquent loans and directs the follow-up with customers.
  • Recommends repossession and foreclosures.
  • Coordinates legal action with attorneys.
  • Reviews payment lists and maintains departmental files.
  • Ensures that Bank reporting to the credit bureaus is accurate.
  • Recommends and implements resolutions on customer concerns with credit reporting.
  • Ensures that all customers are contacted regarding delinquent accounts according to schedules established by the Bank or investors by telephone, letters, and personal visits.
  • Recommends and negotiates payment modifications as appropriate.
  • Research lost checks and payments and recommends account updates based on research.
  • Prepares reports on delinquency for management, relevant committees, and Board level reporting.
  • Ensures that all collection activities are properly conducted and documented.
  • Files small claims actions and represents the Bank at court proceedings on delinquent or charged off loans.
  • Monitor and manage accounts with customers in bankruptcy.
  • Obtain appraisals on delinquent real estate or other real estate owned (OREO) per policy.
  • Manage OREO per Bank policy.
  • Manages the monitoring of delinquent real estate taxes per Bank procedures.
  • Manages the sale of repossessed collateral per Bank policy.
  • Prepares for and participates in collection meetings as requested.
  • Manages, prepares, and presents all relevant reports to the Managed Assets Committee.
  • Acts as subject expert in collaborating with risk partners and external auditors.
  • Continually reviews and makes recommendations on department and bank processes, procedures, and policies to ensure ongoing compliance and efficiencies.
  • Other duties as assigned from time to time, including assisting in loan servicing activities.

Requirements:Minimum Qualifications (Education/Knowledge, Skills, & Abilities)

  • Bachelor’s degree in a relevant field.
  • A minimum seven years of relevant experience.
  • Prior collections experience in a financial institution required.
  • Established ability to work independently and problem solve.
  • Knowledge of Fannie Mae, Freddie Mac guidelines, SBA and investor participation servicing and collections required.
  • Prior experience with utilizing third party collections software CARM-Pro.
  • Strong verbal, written, and human relations skills.
  • High level of attention to detail and the ability to meet deadlines.
  • Ability to deal tactfully with customers.
  • Bi-lingual abilities a plus.

Physical Demands
This position is an office-based position in terms of physical demand. Employees are expected to be able to operate their fingers and hands to perform functions such as typing, writing, and filing. Employees must also be able to move throughout the office with ease while also being able to sit for extended periods of time. Employees must be able to see and hear in an office setting that does include much noise going on around one’s workspace. While this job is mainly clerical, there are instances in which employees must be able to transport up to 20 pounds.
