POSITION SUMMARY*

The CDFI Executive Director serves as chief administrator/executive officer of the organization for the CDFI Board of Directors, overseeing all day-to-day administration and management of operations, long-range strategy, and development for the growth of the Valley Strong Credit Union Community Development Financial Institution (CDFI) programs and services, in pursuit of the credit union mission. The CDFI is an emerging business operation of the credit union that the CDFI Executive Director is responsible for fully developing and implementing operations.

ESSENTIAL DUTIES AND RESPONSIBILITIES*
**

  • Achieves the VSCU CDFI mission through goal setting and planning, providing vision, direction, and leadership on behalf of and in cooperation with the Board of Directors.
  • Creates and manages an annual budget, financial forecasts, and impact metrics that accurately report the fiscal health of the organization to the Board of Directors.
  • Set up and administer a software reporting and accounting system to track CDFI data, including grants, loans, AR, budgets, expenditures, etc., in compliance with CDFI fiscal management policies.
  • Represents the organization in accordance with the policies and goals of the organization to the community, funders, clients, and strategic partners.
  • Serves as an ambassador for the VSCU CDFI, developing and deepening strong relationships with organizations and individuals that have an impact or can influence the work of the organization.
  • Publicly represents VSCU CDFI by engaging the media, community organizations, speaking at conferences, impact events, and contributing articles/blog posts.
  • Negotiates and signs contracts on behalf of the organization in accordance with established CDFI policies and guidelines.
  • Oversees all day-to-day administration and routine work of the organization.
  • Supervises and directs the work of CDFI employees, including hiring, firing, coaching, and counseling, approving leave and schedules, conducts performance evaluations, and guides CDFI staff, directly or indirectly, with policy and operational decisions.
  • Prepares grant proposals and conducts fundraising activities to ensure support for the organization’s operating budget.
  • Manages the fiscal activities and health of the organization as well as reports on the fiscal health of the organization to the Board of Directors on a regular basis.
  • Arranges for and attends all meetings of the VSCU CDFI, if applicable, and the Board of Directors.
  • Prepares reports as requested by the Chairperson for the Board of Directors.
  • Attends other meetings, trainings, seminars, and conferences as necessary.
  • Other related duties as assigned.

EDUCATION and/or EXPERIENCE*

*
Bachelor’s Degree in public administration, business, accounting, or finance, or 10 plus years’ equivalent community programs, non-profit leadership, banking, and or lending experience.

  • Ten plus years of outside community collaboration efforts and Member service experience in the financial services or related industry is preferred.
  • Experience with supervising team members.
  • Adherence to policies, procedures, and regulatory requirements.

SUPERVISORY RESPONSIBILITIES*

Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training team members; planning, assigning, and directing work; appraising performance; rewarding and disciplining team members; addressing complaints and resolving problems.

  • Advises subordinates on handling request/inquiries from Credit Union department/branches.
  • Determine work procedures, prepare work schedules, and expedite workflow.
  • Issue written and oral instructions, study and standardize procedures to improve efficiency of subordinates.
  • Select, evaluate, and discipline team members.
  • Conduct staff meetings or confer with subordinate personnel to discuss operational problems or explain procedural changes or practices.
  • Attend and participate in periodic management meetings.

QUALIFICATIONS*

  • Experience in executing programs which have successfully improved a communities overall economic position in a positive manner through proven actions that drive results.
  • Experience in attracting, managing, developing, and retaining a highly competent and committed group of CDFI employees
  • Reputation for developing, building, and maintaining a high-level Member service organization and the ability to guide the CDFI with varying levels of applicants and centers of influence.
  • Thorough understanding of the trends, competition, communities, and markets assigned in Kern County, Ca.
  • Thorough understanding of market risks, macro/micro economic issues as they apply to the CDFI policies and procedures.
  • Demonstrated ability to manage and prioritize multiple tasks. Frequent travel throughout the market.
  • High-energy, result-oriented and works well in a team environment.
  • History of community involvement through volunteerism and/or representation with charitable organizations.
  • Strong product knowledge within the financial services industry.
  • Ability to provide pro-forma analysis and narrative on credit requests.
  • Excellent business development and b2b sales/services skills.
  • Demonstrate the ability to make both one-on-one and group presentations.
  • Excellent interpersonal, verbal, and written communication skills.
  • Excellent outbound sales skills.

Ability to read, analyze, and interpret general business procedures, technical procedures, or governmental regulations. Ability to write business correspondence. Ability to effectively present information and respond to questions from members, management, and the public.

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percentages.

Ability to use calculator and enter data on a PC. Must be able to communicate Credit Union policies and procedures to members in an easily understood and professional manner. Ability to be bonded.

Must comply with all Bank Secrecy Act (BSA) and other Anti-Money Laundering (AML) Laws and Regulations, as they pertain to federal guidelines and internal policies and procedures.
