Community Partners Program Manager, CP Implementation and Reporting

GENERAL SUMMARY OF POSITION:
Under the general direction of the Manager or designee, the Community Partners Program Manager is responsible for collaborating with the team to support the completion of reporting activities needed to manage MassHealth’s payment and care delivery reform. This position will support data strategy and reporting activities for the Community Partners Program, specifically through project management of multiple reporting workstreams, implementation and management of data strategy, and development and enhancement of reporting tools which include data population and analysis.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
- Implement and manage data strategy to support Performance Management of Community Partners. Synthesize and integrate metrics from multiple data sources and work with internal stakeholders to communicate and align on these metrics.
- Provide project management for refinement and enhancements for an internal dashboard working with internal stakeholders and cross functionally.
- Manage release of quarterly reporting scorecard including configuration, enhancements and data population. Work collaboratively with internal stakeholders and track milestones to insure timely completion of deliverables.
- Create and co-lead a Data Users Group with the goal of maximizing value of key data sources. Respond to data questions, coordinate responses and maintain documentation.
- Maintain and update key data tracking documents, including metric crosswalks from multiple reporting sources.
- Perform data analyses to support performance management, as needed. Prepare written summaries and reports of data analyses and provide input to written reports and other materials in support of the program/project initiatives. Obtain relevant data needed to construct databases and spreadsheets and help to organize qualitative information in a manner that facilitates its use for policy analysis and performance management.
- Coordinate and manage internal meetings, capturing key deliverables to ensure the critical aspects of the execution strategy are on track.
- Provide project management and the interface with IT functions in development of an enrollment portal and other applications including managing timelines, meetings and documentation.
- Provide project management, as appropriate, for additional report requests received by the CP Implementation and Reporting Team.
Preferred Qualifications:
- Demonstrated project management skills such as ability to prioritize tasks, handle multiple tasks simultaneously, coordinate cross functional teams, complete quality work on a timely basis within frequent, tight, deadlines, and to utilize effective problem resolution skills.
- Demonstrated ability to conduct thoughtful and accurate analysis, research and writing in a relevant discipline.
- Demonstrated ability to produce thorough, accurate results and to meet project milestones and deadlines.
- Ability to learn new issues quickly.
- Ability to work in a fast-paced environment.
- Ability to take initiative on assignments and work independently as well as part of a team.
- Demonstrated expertise in computer-based tools, including spreadsheets, database management, word processing, and presentation software. Experience with Tableau is a plus.
- Quantitative and qualitative research and analytical skills.
- Strong organizational, interpersonal, verbal and written communication skills.
- Demonstrated ability to maintain harmonious working relationships with others at all levels of responsibility.
- Bachelor’s degree in Business Administration, Health Care, or related field; or equivalent.
- 4-6 years of related work experience with demonstrated project management in reporting. Required work experience may include internships.
