The Community Services Program Coordinator I in the Office of Community and Human Services has a leading role in administering various homeless and housing stabilization resources. The incumbent also serves as a liaison for discharges from institutions and provides intensive case management, relocation services, and advocacy for households experiencing a housing crisis. This work is completed under the supervision of the Family Services Specialist Supervisor.

Examples of Duties:
  • Provides intensive case management services to households at risk of displacement;
  • Establishes and maintains cooperative relationships with landlords, management companies, non-profit housing providers, the Workforce Development Center, and other community agencies through outreach efforts;
  • Assists with the creation and or administration of programs and services to meet emerging community needs;
  • Mediates and negotiates disputes to stop evictions or extend stay;
  • Staff and facilitates work groups/ committees within the Homeless Continuum of Care;
  • Conducts intake for institutional discharges in the homeless system;
  • Provides coverage for centralized assessment in the absence of HSAC staff;
  • Process applications for financial assistance, including conducting psychosocial assessments to determine immediate needs, history, strengths, and housing barriers; developing service plans, collecting documents, and making recommendations based on program guidelines;
  • Assists with onboarding training and development of staff;
  • Prepares and maintains a variety of records as required by the Housing Crisis Response System and HMIS;
  • Assists with data collection, monitoring data quality, and reporting related to homeless services;
  • Adheres to the required ethical standards to include confidentiality, boundaries, and client rights;
  • Attends necessary Department meetings, and engages in personal staff development;
  • Assists in new grant applications to government, foundations, and other private grantors for human services projects as needed;
  • Performs related work as assigned.

Minimum Qualifications
Considerable experience in administering and/or providing services, outreach, educational advocacy and counseling, information and referral services, or similar community-based services; and completion of college-level courses in social work, psychology, sociology, health education, mental health or a related field; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Ability to establish and maintain public and private partnerships; Ability to interpret Federal, State, and Local regulations and procedures for eligibility determination.

Preferred Qualifications
Master’s degree in social work, counseling, humanities or related field, or Bachelor’s degree with at considerable post-degree of work experience; Some experience providing intensive case management services to households with low-income socioeconomic backgrounds; Some direct client experience within homeless services; proficiency in using computers, particularly Microsoft Office Suite and the Homeless Management Information System (HMIS) or an equivalent client database system; at least one year working with private landlords, rental companies and real estate agents to secure housing for low-income high-barrier households; Some experience in public speaking and presentation; Valid driver’s license.

Special Requirements
Applicants may be subject to a Criminal History Background search, Central Registry search, DMV/driving record check, and/or pre-employment drug screen.

The investigation may include: fingerprint checks (State Police, FBI), local agency checks, employment verification and references, verification of education (relevant to employment), credit checks (relevant to employment) and other checks requested by the hiring authority.
This position is covered under Code of Virginia §63.2-1601.1 or §63.2-1720 requiring the finalist candidate to submit to fingerprinting and provide personal descriptive information for a criminal history record check through the Central Criminal Records Exchange and a search of the Central Registry.

All offers of employment are contingent upon satisfactory results of the required checks and screenings.

Employee must be willing to work in the community emergency shelter in the event of a natural disaster or emergency.
