JOB DESCRIPTION
The DHHS Office of MaineCare Services (OMS) administers the Service Locator Tool (SLT), which helps Mainers identify the availability and capacity of various health services and providers across the state. As the initial priority focus, this tool allows individuals to identify and access substance use and mental health treatment and recovery services.
The SLT is developed and maintained in partnership with the DHHS Office of Behavioral Health, Office of and Child and Family Services, and other state offices. As a key component of Maine’s Opioid Response 2021 Strategic Action Plan, the SLT aims to reduce barriers to critical treatment and recovery services by providing a user-friendly web-based platform that will connect individuals with services and identify service availability in in a timely manner. Additionally, the SLT enables referring providers to send electronic referrals to a network of treatment providers and offers reporting analytics for these organizations. The SLT includes a public-facing system and a provider-facing system. The public-facing system will include both individual providers and facilities, including smaller providers and individual practitioners and recovery services. The provider-facing system will include a network of 30 organizations (which may include multiple sites and locations).
The SLT Manager will manage the planning, implementation, and day-to-day oversight of the SLT. The SLT Manager will be the primary point of contact with the SLT vendor and multiple state and community stakeholders to ensure the successful implementation and operation of the SLT. The SLT Manager will provide oversight of the SLT contract with the vendor and will ensure the SLT meets the deliverables as specified in the SLT contract.
This position is responsible for:
- Developing work plans, progress status updates and reports for work teams, leadership, stakeholders, and funders, as required
- Supervising the SLT Information Technology Manager
- Building and maintaining relationships with multiple internal and external stakeholders
Ensuring the goals and objectives of the provider network are clearly defined
Organizing and facilitating work groups, team meetings and presentations to include internal and external partners
- Collaborating with internal representatives of the Maine Health Data Organization (MHDO), Office of MaineCare Services, Office of Behavioral Health, Office of Child and Family Services, Office of Information Technology; associated contractors, and other offices as needed, to ensure the proper integration of the SLT with state systems to ensure a coordination, and alignment, and increase efficiencies in order to meet the needs of SLT users.
- Communicating with users as necessary
- Review data identify quality assurance and quality improvement opportunities and follow up with individual and small providers, the Provider Network and internal offices as indicated.
- Participating in user testing.
- Ensuring that the SLT’s functionality, technical requirements, reporting, analytics, marketing, and outreach activities are implemented as identified in the work plan and meet the designated requirements.
Working in partnership with Office of Behavioral Health to ensure the specialized training of Maine’s 2-1-1 staff
The ideal candidate for this position will possess:

- Experience working with substance use, mental health providers and health systems
- Knowledge of substance use and mental health access and service systems
- Knowledge of the health care delivery system
- The ability to manage multiple priorities simultaneously
A Bachelor’s Degree in Public/Community Health, Health Administration, Health Sciences or Health Education; Public Administration, Government, Social Work, or a closely related field and three (3) years professional experience in the planning, development, coordination and/or evaluation of health programs or services -OR- an equivalent seven (7) year combination of education, training, and experience.
