Within the Division of Planning and Programming, the Programs Management Office provides the Department with dedicated non-DOT let program management, including development and administration of special and municipal agreements statewide through the Local Programs Management Office (LPMO) and oversight of other Program functions including but not limited to NCDOT Funded Positions Program, Grants Management, special reporting, and Design-Build project support.

The purpose of this position is to administer federal funds for non-traditional transportation programs to ensure projects are appropriately developed, programmed, implemented, managed, and maintained in compliance will State General Statutes and Federal regulations. This position will coordinate, facilitate, guide, oversee, analyze, and provide feedback on planning activities, project implementation, and fund administration to local government sponsors. This position will provide technical assistance and guidance within the Local Programs Management Office (LPMO) and serve as a chief liaison between the LPMO and other inter and intra-agency personnel. This position will serve Municipal, County, State, and Federal government officials, program consultants and transportation planners, FHWA, the public at-large, as well as Special Interest Groups and Senior NCDOT Management.

Additional expectations include:


  • The employee will receive general guidance, priorities, expected outcomes and timeframes for projects from the Local Programs Management Office manager. The employee will be expected to perform independently and rely on individual experience and knowledge acquired through education, professional development, and research. Position will be given latitude in the scheduling of daily and weekly activities. Policy issues and matters of statewide implication are discussed with the LPMO Manager, the Programs Management Manager and/or the Planning and Programming manager. This position will receive supervision from the LPMO manager but is generally expected to work independently and innovatively. Review of work is conducted periodically or as needed. The employee is responsible for the technical accuracy of his/her work.
  • Strict attention to work visually and mentally with an emphasis on detail is required. The position must continually be able to assess and apply changes and federal directives, departmental objectives, legislative initiatives, or the economic environment.
  • Project management skills and the ability to balance multiple projects simultaneously.
  • Demonstrate the ability to exercise judgment and discretion in applying and interpreting policies and procedures.
  • Flexibility to respond to changing circumstances in accordance with changing priorities, and ability to adapt to new challenges and ability to work both independently and as part of a team.
  • General knowledge of the principles and practices of public administration and business administration.
  • Some knowledge of DOT’s accounting principles and practices.

Knowledge, Skills and Abilities / Competencies

  • Knowledge of federal and state funding programs used for Department projects as well as funds that are allocated to Planning Organizations and Local Governments.
  • Knowledge of grant administration and the federal-aid project delivery process.
  • Demonstrated ability to plan, organize and collaborate on work on projects individually and participating as a team member.
  • Experience in establishing and maintaining effective working relationships with associates, government officials, and the public and communicate effectively both orally and in writing.
  • Knowledge of Microsoft Office applications such as Word, Excel, PowerPoint, Outlook, and DOT applications such as SAP/BSIP, EBS Portal, and DOT Grants.

Minimum Education and Experience Requirements

Bachelor’s degree in sociology, psychology, political science, business administration, public administration or related field, from an appropriately accredited institution and four years of experience related to the specific program assignment; or an equivalent combination of education and experience.
