Roles and Responsibilities
- Assists project staff with the prevention, management, and defense of claims including the management of issues with claims potential
- Claim Prevention- Periodic monitoring of, and feedback on, the management of projects and the administration of construction contracts
- Claim Preparation- Review of the project documents and records along with other pertinent information to support the District’s position
- Establishes entitlement

- Coordinates and provides leadership for claims team supporting District Construction projects
- Claim Management and Defense
- Reviews and analyzes project documents and records along with other pertinent information to establish support for the District’s position
- Issue Management
- Assists project staff with the management of issues affecting time and cost
- Reviews drawings, specifications, submittals, RFI’s, etc., to determine issue merit
- Evaluates contractor’s standard of care in managing issues
- Evaluates issue contribution to the cause / effect of impacts such as disruption, resequencing and delays
- Recommends issue management approaches to mitigate impacts
- Schedule Analysis
- Analyzes contractor time extension requests
- Evaluates entitlement to time extensions
- Evaluates compensability
- Prepares owner’s time extension evaluation alternate to contractor’s proposals
- Damage Assessment
- Evaluates requests for increased, extended and unabsorbed field and home office overhead
- Evaluates requests of productivity loss reimbursement
- Evaluates contractor’s direct cost claims
- Claim Resolution
- Negotiation and mediation support

Minimum Requirements
Required Experience:
- 15 years full time paid professional experience in managing a Claims Department responsible in analyzing construction claims on large commercial or public projects or programs
- Minimum of 8 years directly managing and supervising a technical team of varying skill levels in support of construction claims
- General working knowledge of the California Contract Code
- Experience with Primavera 15.1 or higher
Required Education
- Graduation from a recognized college or university with a bachelor’s degree in Architecture, Engineering or Construction Management or Law
- Possession of a valid Certified Construction Manager (CCM) credential may be substituted for the required education
- Completion of 10-hour Cal OSHA Occupational Safety and Health
