Job Summary

Incumbents in this position are responsible for supervising and participating in the construction, maintenance and repair of the water and wastewater system. The incumbent monitors the activities of all in-house and contracted construction related functions including: maintaining records, establishing work practices, and emergency procedures.

Essential Job Functions

• Develops plans and programming, formulates budgetary data, assigns job duties, conducts employee evaluations, disciplinary actions, hiring personnel, prepares contractual obligations, develops educational curriculum, and reports parameters as they relate to the overall programming of the office.
• Oversee and performs field inspections to provide oversight, direction, and ensure safe work practices of employees and contractors.
• Works directly with customer service, engineering, planning, public information and treatment staff in order to resolve customer complaints related to water quality, street closures, and construction activities that are performed by all CFPUA in-house construction personnel and external contractors.
• Reviews construction plans by assisting with and conducting final site inspections in order ensure that quality standards are met.
• Processes DOT encroachments and acquires permission to work in state-maintained rights-of-way.
• Responsible for safety of construction including compliance with OSHA and internal safety policies, education of employees and recordkeeping.
• Processes encroachments for city owned streets.
• Oversees work crews in the repair and maintenance of the water and sewer system, and in the inspection of public and commercial sewer services and of sewer main lines.
• Reviews system parameters for problem areas and develops programs that enhance system operability.
• Completes confined space entry permits and operates heavy equipment as required.
• Coordinates the work of field personnel during disaster situations.
• Exercises a purchasing authority up to $1,000 without approval from supervisor.
• This position is required to respond to certain on-call situations outside of normal business hours when construction crews are dispatched to emergency calls.
• Performs assigned functions as an Essential Employee Personnel (EEP) member.
• Performs other related job duties as assigned.

In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.

Education, Experience, and Other Requirements

Minimum high school diploma or GED. Associates degree in construction management, engineering, project management or any related course study preferred.

Five (5) years of construction work experience including managerial experience or any related work field.

Possession of or ability to readily obtain an appropriate state-certified license for water or wastewater treatment or distribution as appropriate.

Possession of or ability to readily obtain a valid State of North Carolina driver's license.
