Contract Specialist

Venesco is seeking a Contract Specialist to support the Division of Strategic National Stockpile (DSNS) in Atlanta, GA. As the Contract Specialist, you will be responsible for cradle-to-grave contract administration including RFP analysis, hands-on proposal development, coordination of appropriate internal reviews, contract negotiation, and contract/task order administration and execution.

Background

The Division of Strategic National Stockpile (DSNS) manages and maintains the Assistant Preparedness and Response (ASPR)'s Strategic National Stockpile (SNS), the national repository of critical medicines, medical supplies, and medical equipment established to protect the American public if there is a public health emergency severe enough to cause local supplies to run out. The division procures and ensures that medical assets are stored and managed at the highest level of the Food and Drug Administration’s current Good Manufacturing Practices, and delivers these assets, which are designed to supplement state and local public health agencies in the event of a large-scale public health emergency in the United States or its territories. During such a national emergency, the DSNS may deploy a team of advisors to provide technical assistance to the state(s) receiving the stockpile medical assets.

Required Qualifications or experience

  • Bachelor's Degree or equivalent + 4 years' related experience
  • Progressive experience providing cradle-to-grave contract administration support Government contracts including RFP analysis, hands-on proposal development including the development of terms and conditions, coordination of appropriate internal reviews, contract negotiation, and contract/task order administration and execution.
  • Responsible for overall contract compliance of assigned tasks in accordance with contract requirements, company policy and procedures, and applicable laws.
  • Must be able to work independently as well as part of a team of contract professionals supporting proposal preparation and a portfolio of contracts.
  • Candidate must be able to multi-task and prioritize work activities in a fast-paced environment and effectively communicate at all levels within the organization.
  • In this role you will frequently interact - written, oral, and face-to-face - with other contracts and procurement staff, functional peers, Program management and external and internal customers.
  • Ability to lead the review and analysis of RFP's, prepare compliant and cost/price proposals.
  • General experience in Contract Administration may be considered as a substitute for education requirements.
  • Experience with Government (FAR / DFAR) contracting: Fixed Price (FP), Time & Material (T&M), Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF), Level of Effort (LOE), Indefinite Delivery / Indefinite Quantity (IDIQ) and General Service Administration (GSA) type contracts.
  • Must have the ability to make sound business judgments, handle multiple contractual activities with a short turn-around time, and work independently as well as part of a Team.
  • Must be proficient with Microsoft Office Suite, especially Excel, Word, and Outlook.
  • Must have excellent interpersonal skills to include well developed analytical, communication, and presentation skills.
  • Ability to identify and mitigate contract risks as well as coordinate appropriate reviews in accordance with Leidos policy and procedures.
  • Local travel may be required.
  • Required to be on-call 24 hour/7 days a week. Must be able to respond to mission alerts within 15 minutes with a recall of 90 minutes to report to designated location. Must carry a cell phone at all times.
  • Experience in supplies and services, focusing on supplies.
  • General experience in Contract Administration may be considered as a substitute for education requirements.
  • Scope of work includes experience in product/service procurements over $25M.
