PURPOSE:

The Contracts Manager leads a dynamic team of dedicated contract professionals managing the cradle to grave contract life cycle process for major USG and non-USG contracts. This includes simple to complex review and administration of RFQs/RFPs, negotiating contract pricing, scope, and terms and conditions, and managing the internal contract review process.


DUTIES/RESPONSIBILITIES:

ESSENTIAL FUNCTIONS:

  • Manages and administers moderately complex contracts from pre-proposal through contract closeout.
  • Acts as either the primary contractual point of contact or the higher-tier POC for major contract customers, such as the Defense Logistics Agency, US Marine Corp, US Navy, US Airforce, and US Army. Maintains positive and collaborative working relationships with all internal and external customers.
  • Reviews and revises contract terms and conditions within the Contracts team’s scope of approval and coordinates any necessary review the Gentex legal team, as appropriate.
  • Oversees responses to Market Surveys, Request for Quotations (RFQs) and Requests for Proposals (RFPs) including terms and conditions, past performance information, and proposal summaries.
  • Responsible for coordination of major program meetings and audits. Manages contract delivery commitments. Manage customer requirements information to effectively work with Planning/Operations on MLIs as necessary to balance plant workload.
  • Participate extensively in Government (DCAA & DCMA) audits of negotiated proposals, provide input/assistance to other Government system audits.
  • Negotiates price and contract terms with Government Contracting Officer. Coordinate Government delivery schedule change/expedite requests.
  • Monitors shipping, invoicing, and product returns.
  • Reviews contract/purchase order language to identify detailed shipping, inspection, certification, and delivery requirements, part numbers, and special instructions
  • Review contract/subcontract modifications and proposals for completeness, compliance, and accuracy.
  • Prepares and issues periodic reports, statements, and plan, as required.
  • Develops and implements process improvements within the contracts team.
  • Mentors, develops and supports contracts team members in their professional development.
  • Other duties, as assigned.
Requirements:


EDUCATION AND/OR PROFESSIONAL LICENSE(s):

The individual will have training or education in Business Administration, Finance, Law, or other related fields. This may take the form of a Bachelor’s or Master’s degree, relevant on-the-job training, continuing education coursework, and professional certifications.

EXPERIENCE:

The individual will generally have at least five (5) years of contract administration/management experience with United States Department of Defense contracts. Candidates should have a strong working knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).

KNOWLEDGE, SKILLS AND ABILITIES:

The individual will possess:

  • A strong working knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
  • A strong working knowledge with Enterprise Resource Planning (ERP) Software, especially Sales Order Entry modules. Experience with Infor and/or SAP is preferred, but the ability to quickly learn new systems is also ideal.
  • Familiarity with US Government systems, such as SAM.gov, DIBBS, PIEE (WAWF, EDA, SPRS, etc).
  • Proficiency in Microsoft Office Suite (including Word, Excel, and PowerPoint), DocuSign, and Adobe Acrobat.
  • An aptitude at handling and finding creative solutions to novel issues.
  • An eagerness to learn new skills and grow your skills/abilities and those of your team.
  • Sound judgment, able to self-direct, and excellent oral and written communication skills.

Additionally, the individual will be capable of obtaining a secret security clearance.

CONTACT WITH OTHERS:

This position interacts on a daily basis with varying levels of individuals within the organization and interacts extensively with Government customer representatives including Government Procurement Branch Chiefs, Product Managers, Contracting Officers and Acquisition Specialists, Auditors, Inspectors, Customs Officials, Department of State Representatives, as well as their industry counterparts.

Employee is occasionally required to stand; walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; climb stairs; balance; stoop, kneel, crouch, or crawl; talk or hear; and taste or smell. The employee may lift and/or move up to 50 lbs. Specific vision abilities required by the job may include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. The individual must have a high level of comprehension, and a high level of general, verbal, written, and numerical intelligence.

WORK ENVIRONMENT:

Works majority of the day in a climate-controlled environment, with the exception of or otherwise specified, performing work in the warehouse or manufacturing areas which are subject to changes in temperature and/or noise.
