Job description
- Supervises Accounting Specialist, determining assignments, work procedures and methods, performs evaluations and provides training.
- Budgets, Monitors and reports on state and federal Special Education revenues and expenditures using SEDRA and other reporting systems. Responsible for compliance with state statutes and federal regulations, including Maintenance of Effort (MOE)
- Oversees and monitors Community Education fund budget and acts as liaison for all Community Education staff in finance areas.
- Monitors district cash flow and invests available funds with approved financial institutions. Determines and secure short-term funding if projected cash flows are not sufficient to support ongoing operations of the District.
- Reviews all existing District financial processes and procedures and recommends changes to maximize use of technology, improve efficiencies and implement proper internal controls.
- Documents all Finance Department procedures in writing.
- Initiates and records all ACH transactions, credit transactions and wire transfers for payment of payroll, benefits, accounts payable and bond payments.
- Reconciles all District Bank and Investment accounts. Recommends opportunities to consolidate banking and investment accounts.
- Assists in the development and processing of confidential data and information relating to district operations, negotiations and financial management.
- Manages budgeting, accounting and reporting for the District’s Construction, Long-Term Facilities Maintenance (LTFM) and Health & Safety (H&S) plans. Determines if expenditures qualify under state statutes and federal regulations.
- Other duties as assigned.
- Knowledge of general accounting principles, state and federal accounting regulations, spreadsheet development, basic macros, and mathematical concepts.
- Knowledge of investment and banking best practices and state and federal restrictions on funds management.
- Excellent communication skills.
- Experience in MN school finance.
- Knowledge of MN UFARS
- Knowledge of and experience with Skyward Finance and HR software.

Primary Function
The Controller assists in the overall management and oversight of the financial department, performs fiscal analysis and reporting of financial data, and coordination of fiscal operations to meet the district’s objectives and ensure compliance with state statutes and federal regulations.
