Position Summary
PMA is seeking a Cost Analyst with 1 to 3 years of experience to support projects on the Los Angeles Community College Campuses.
The successful candidate will:
- Monitor the overall integrity of the project budget and forecast in accordance with approved standard operating procedures.
- Participate in monthly EAC meetings to validate and review current EAs, to provide justification of variances.
- Participate in change management meetings to identify trends and risk exposure.
- Develop and maintain change management logs per standardized processes and procedures.
- Participate in risk assessment workshops to identify potential impacts.
- Conduct cost variance analysis of reported data to identify trends and mitigate potential budget impacts.
- Review and analyze budgets and expenditures against projects based upon various funding sources.
- Collaborate with schedulers to review cost and schedule performance to determine cost overruns/underruns, cash-flow issues with project durations, or variances in spend by analyzing plans versus expenditures over a period of time.
- Conduct review and analysis of monthly cost reports and monthly progress reports.
- Review staffing plans, identify any excessive peaks or potential cost impacts, and make recommendations for peak leveling.
- Provide cost coding and budget verification for contract change orders and amendments for impact on budget/timetable.
- Review task order requests, change orders, and amendments to ensure budget availability, accurate cost coding, and reporting.
- Allocate, monitor, and manage ETCs for each project.
- Create budget transfers and produce financial closeouts.
- Work with the project managers on project budget issues (e.g., verify budgets for additional tasks, orders needed for IOR, LOR, additional services, etc.)
- Coordinate with project managers to establish and maintain data coding structures, project controls tools, and quality data for budgets, contracts, change orders, trends, and actual costs.
- Verify charge codes for purchase requisitions and change orders to ensure proper cost accounting.
- Perform necessary data entry for budget and forecast impacts.
- Carry out other job-related duties or projects as assigned.
Position Qualifications
- 1 - 3 years of experience as a cost analyst required.
- BS/BA degree in project management, construction management, business, or a related subject. Additional qualifying experience in excess to the minimum stated above may be substituted for the required education on a year-for-year basis.
- Knowledge of theories, principles, and practices of cost management required.
- Ability to present data to management in an organized manner required.
- Exceptional communication skills required.

- Ability to work in a fast-paced environment required.
- Ability to work as part of a team required.
- Ability to perform in a business environment while maintaining professionalism in all communications and demeanor required.
- Experience utilizing Microsoft Office, advanced Excel skills, and any educational facility experience preferred.
Additional Requirements
Physical: Standing or sitting for long periods; must be able to lift up to 15 pounds at times and spend extended hours in front of a computer screen.
Cognitive: Problem-solving, written, and verbal communication skills; computer and software skills; and ability to read and interpret text online or in printed form.
