As a Criminal Investigator with the Department of Homeland Security, within U.S. Customs and Border Protection (CBP), Office of Professional Responsibility, Investigative Operations Directorate, Washington, D.C. you will serve as either a Chief of Staff or Senior Advisor working directly for the Executive Director of OPR-IOD and will be responsible for taking a senior investigator role in a proactive and/or reactive manner for investigations under the jurisdiction of CBP/OPR.

As Chief of Staff you will advise, directly assist, and represent the OPR IOD Executive Director and executive leadership team; relay guidance and information from the Executive Director to senior leadership; provide oversight of internal and external strategic communication initiatives and development and implementation of Directorate processes and procedures, goals, and objectives.

As Senior Advisor you will work closely with the OPR IOD Executive Director to provide expert advice to the Executive Director and executive leadership team on issues affecting the Directorate and overall integrity and security of the CBP workforce and will also perform liaison activities, and conduct or coordinate research activities.

Typical duties include:

As either Chief of Staff or Senior Advisor working directly for the Executive Director of OPR-IOD you will be responsible for taking a senior investigator role in a proactive and/or reactive manner for investigations under the jurisdiction of CBP/OPR, to include, but not limited to the following:

  • Applying mastery level knowledge of theories, concepts, principles, practices, administrative laws, regulations, and methods of investigation.
  • Developing and assessing investigative objectives, strategies, and goals.
  • Coordinating jurisdictional overlap and resource issues with other federal, state, local, and international law enforcement agencies; Liaise with mission partners and other CBP entities to maintain productive partnerships in furtherance of criminal and administrative investigations as well as organizational relations.
  • Researching and reviewing policy, regulations, and laws. Determining the effectiveness of investigative techniques and furnishing advice and guidance regarding operational problems. Providing policy input to management on investigative plans, policies, and techniques. Develops new and/or updates current policies based on a variety of factors, such as new laws or regulations, studies of effective plans or techniques, or changes in Agency policy.

Salary and Benefits

This position starts at a salary of $132,368.00 (GS-14, Step 1) to $172,075.00 (GS-14, Step 10) with promotion potential to $172,075 (GS-14 Step 10).

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Applying mastery level knowledge of theories, concepts, principles, practices, administrative laws, regulations to investigations.
  • Establishing and maintaining a wide range of productive partnerships to further the organization's mission; interacting and representing the agency on all levels through reports and briefings to agency components and other entities such as state, local, federal, and non-governmental agencies.
  • Providing mentorship, direction, and guidance to less experienced criminal investigators and acting as an advisor to leadership in the formulation, assessment, and recommendation of policies, strategies, goals, and implementation of criminal investigative programs.
  • Determining the effectiveness of policy, regulations, and investigative techniques and furnishing advice and guidance regarding operational problems.

Education

Criminal Investigator Training Program: Criminal Investigators must complete an initial course of basic training, specifically the Criminal Investigator Training Program (CITP) at the Federal Law Enforcement Training Center, Glynco, Georgia, or an Office of Professional Responsibility (OPR) approved equivalent course of instruction and the OPR Special Agent Training Program at the Customs and Border Protection Advanced Training Center, Harpers Ferry, West Virginia, as well as additional training throughout their careers. Both basic and advanced training programs are designed to prepare law enforcement personnel with the skills, aptitudes, and competencies required to serve as a Criminal Investigator.

Residency: You must have had primary U.S. residency (includes protectorates as declared under international law) for at least three of the last five years.
