Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. The Design & Construction Unit (D&C) has professional engineering oversight for changes to curb line geometry and street plans for the five Boroughs. We create and maintain the official marking plans and oversee the application of all pavement markings including specialized treatments for plazas, transit, and bike lanes. The office draws on the expertise and talents of civil engineers, urban designers, sign designers, planners, IT experts, analysts, and others to help the agency achieve Vision Zero and other goals.
D&C is seeking an experienced and motivated candidate to manage Human Resources (HR) activities and other tasks in support of the unit’s Chief of Staff. The ideal candidate will research and seek opportunities for hiring and recruiting related to the needs for Design & Construction (D&C). The candidate will coordinate with agency Human Resource Department in efforts to conduct outreach to the public, community colleges, trade schools and other public stakeholders in public workshops, presentations, and other settings for recruitment. The ideal candidate should be innovative, analytical, efficient, detail oriented, and possess an understanding of the strategic role of HR. The candidate must be able to handle tasks independently and effectively communicate personnel policies and complex procedures. The selected candidate will manage the preparation of documentation required for personnel actions, vacancy notices, develop recruitment and retention strategies, interviews, disseminating and explaining agency policy; assist with the preparation and reviewing of tasks and standards/performance evaluations, updating, and maintaining unit’s organization charts, and the preparation and maintenance of records for headcount tracking, budgeting, and personnel roster corrections. The selected candidate will also provide support to TPM’s Chief Engineer and perform special assignments as requested.

Preferred Skills
Proficient in Microsoft Word, Excel, Visio, Outlook, and Teams. Familiarity with PMS, with NYCAPS, and detailed record keeping systems. Excellent interpersonal, oral, and written communications skills. Professional attitude. Ability to work independently and with teams.
