JOB SUMMARY
Collect, organize, and analyze data to extract insights, identify, quantify, and interpret issues and trends, and present relevant findings. Use data visualization tools and techniques to present analysis, effectively communicate information, and inform decision-making. Assist the department in developing strategies to effectively respond to complex, interconnected, current and emerging issues. Develop and manage databases. Use specialized analytical tools, including the County Geographic Information Systems (GIS). Work is performed under general supervision.
TYPICAL CLASSIFICATION ESSENTIAL DUTIES:
- Compile data and develop, organize and maintain specialized program databases on a variety of complex and interrelated issues.
- Analyze and update component layers and structure of data on GIS.
- Identify the scope and impact of critical issues.
- Structure large data sets to find useable information.
- Prepare reports and specialized data analyses, educate and advise department
management and other stakeholders, and make presentations to County executive management and outside agencies. - Develop reports on performance effectiveness.
- Develop demographic and geographic strategies to address issues.
- Compile data from a variety of sources, validate and evaluate data, edit and refine GIS
data and update database(s). - Perform quality control checks to assure data integrity.
- Produce special purpose maps and statistical models, determine and execute the
appropriate sequence of data processing tasks, and use established GIS software
programs, commands, programming languages, and compilation methods to process,
manipulate, and manage spatial data to create models and maps. - Maintain absolute confidentiality of work-related issues, customer records, and
restricted County information. - Develop and implement data collection systems, data analytics and other strategies
that optimize statistical efficiency and quality. - Acquire data from primary or secondary data sources and maintain databases/data
systems. - Locate and define new process improvement opportunities.
- Complete various performance related analysis as needed.
- Perform other related duties as required.
PUBLIC HEALTH
Duties:
- Develop and maintain the PHSD demographic program database and maintain and
organize the database(s) of public health incidents, outbreaks, emergencies, clients
and trends. - Compile data and create specialized databases on a variety of complex and
interrelated public health and social services issues and trends.
- Master’s Degree in Public Health
- Knowledge of statistical analytical software applications such as r, SAS, SPSS
MINIMUM REQUIREMENTS TO PERFORM WORK:
- Bachelor’s degree in statistics, computer science, data analytics, data science or a related field (consistent with the Position Specific duties).
- Two years increasingly responsible professional experience in the field (consistent with the Position Specific duties).
- Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.
Preferred Qualifications:
- Master’s Degree in related field.
Knowledge, Skills and Abilities (KSA):
- Knowledge of applicable Arizona Revised Statutes and County Ordinances.
- Knowledge of Federal and state and local program regulations and requirements, including procedures and standards.
- Knowledge of principles and practices of database management and GIS, including data compilation, database management, graphics applications and overlays, spatial models for computer analysis, and security guidelines and procedures.
- Knowledge of regional community service agencies and other public assistance programs.
- Skill in analyzing department issues, analyzing data, evaluating alternatives, and developing recommendations.
- Skill in compiling and analyzing data, preparing and maintaining accurate records, and generating reports.
- Skill in developing, manipulating, and analyzing demographic and geographic information.
- Skill in understanding, evaluating, and integrating data from multiple public and private sources.
- Expert knowledge of Excel, including graphs, pivot tables and formulas.
- Excellent communication skills including public presentations.
- Detail oriented.
- Ability to work effectively in an individual and team environment.
- Ability to meet company attendance and dependability guidelines.
- Knowledge of Microsoft and Google including but not limited to Microsoft Word, Excel, PowerPoint and Google Docs, Sheets and Slides and relevant modeling tools. .
- Knowledge of relevant local, state and federal data sources.
- Ability to promote and implement the County’s programs and projects.
PHYSICAL DEMANDS:
The work is sedentary and requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. The work also requires the ability to finger, grasp, handle, reach, perform repetitive motion, hear, speak, walk, and demonstrate mental and visual acuity.
