Purpose

Under the direction of the City Engineer, this is a highly responsible position consisting of managerial, administrative and professional engineering work. This position is responsible for overseeing programs within the Development Service Department including floodplain management, site development permitting and inspections, surveying and GIS.

Essential Job Functions

Supervises, directs, and evaluates assigned staff, processes employee concerns and problems, directs work, counsels, disciplines, and completes employee performance appraisals.

Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.

Oversees work programs including floodplain management, site development permitting and inspections, GIS and surveying services.

Functions as the City Engineer in her/his absence. Reviews and approves site plans for compliance with local, State and Federal laws and engineering best practices. Coordinates site plan reviews with design professionals, developers and other City departments as necessary.

Reviews and approves plats for subdivisions, property recombination and easements as required by City Ordinance and State Law.

Conducts State Waters and buffer variance determinations in accordance with State law requirements.

Reviews and approves petitions for encroachment on City property to ensure public safety and protection of City infrastructure.

Identifies and implements process efficiency measures and customer service improvements.

Establishes short and long-term goals and priorities for the assigned work programs. Analyzes performance; develops workload management strategies.

Provides guidance and technical assistance to developers, engineers, architects, contractors, citizens and staff; identifies and solves problems.

Assists in preparing and managing the budget for the assigned work programs.

Prepares and presents department reports to the community, executive management and City officials.

Provides guidance and oversight for private development projects during construction.

Conducts periodic site visits and inspections. Approves Site Acceptance and bond documents for completed projects.

Performs other related duties as assigned.

Minimum Qualifications

Requires a Bachelor's Degree in Civil Engineering; with four (4) years of engineering management experience including personnel management and administration experience; or an equivalent combination of education and experience.

Requires a Georgia Professional Engineer’s license.

Must obtain a Georgia Soil and Water Conservation Commission Level II Certified Design Professional certification within six (6) months. Must obtain an Association of State Floodplain Managers Certified Floodplain Manager certification within eighteen (18) months.

Must possess and maintain a valid state driver’s license with an acceptable driving history.
