Deputy Director of Human Resources


The Deputy Director of Human Resources reports to the Director of Human Resources and assists in developing and delivering the strategic HR programs and services to the County. The individual in this position will directly supervise the operational and compliance functions of HR such as: HR Management Systems; Employee Services Center; Compliance/Employee Relations; and the HR Business Office. The Deputy Director will have four direct reports and lead a department of approximately 60 – 65 employees. The Deputy Director will also serve as acting Director in the Director’s absence.

Responsibilities

Essential functions include, but are not necessarily limited to:

Strategy

Participate in developing strategic plans, budget(s), department goals, objectives, and systems
In conjunction with Director of HR, identify best practice HR programs/initiatives that are competitive in the industry and geography, and develop plans to implement programs/services to position Mecklenburg County as an
employer of choice. Serve as a sounding board for the Director for new ideas and initiatives. Assist in securing necessary resources. Assist in the communication of information, reports and presentations when needed.

Service Delivery

Ensure that HR Service Delivery meets expected standards; implement changes and improvements. Work with HR Managers to ensure effective and collaborative working relationships across the HR function. Oversee, and further enhance, the services of the HR Business Management function.

Compliance

Provide guidance to management on HR policies and procedures; ensure compliance with HR policies and procedures; recommend improvements to policies and procedures. Compliance with federal, state, and local employment and benefits laws and regulations; direct the EEO, and other annual reporting; assist with the implementation of county-wide compliance programs.

Qualifications

Preference for at least five years of progressively responsible human resources experience and a Master’s degree in a relevant field (or an equivalent combination of education/experience).
Critical thinker; strategic and creative.
Knowledge of innovative HR programs and services.
Ability to embrace change and see the value of improvements in the HR organization.
Proven leadership ability.
Ability to inspire trust, open communication style.
Excellent written and verbal communications skills.
Ability to work well with all levels of employees and management.
Personal integrity and respect for maintaining confidentiality.
Ability to multi-task, prioritize workload, and meet strict deadlines.
Supervisory/management experience.
Human Resources Certification (PHR or SPHR) is a plus.
