Interested and qualified candidates are urged to apply as soon as possible for consideration.***Position Title: Deputy Director for Disaster RecoveryHiring Range: $80,000 - $90,000 annuallyDepartment: Office of Climate Preparedness and Disaster RecoveryFLSA Classification: ExemptOrganizational Relationships: This position reports to the Director of Climate Preparedness and Disaster Recovery; may have supervisory authority.Expected Annual Travel: Minimal in-state travel Summary of Functions: This position will oversee the facilitation, and management of disaster relief and recovery operations for the Governor’s office, as well as support the coordination and future planning of Disaster Recovery efforts for the State of Colorado. This position was created through SB22-206. As the State continues to see an uptick in natural disasters, it is the need of the State, particularly within the governor’s office to implement support systems and functions to serve all Colorado communities impacted by disasters. Recently, the Marshall and Middle Fork fires spread 6,210 acres and damaged and destroyed over 1,000 homes and businesses in Boulder County. This role will help manage the coordination and communication of disaster relief and recovery operations across the disaster recovery cycle and will serve to troubleshoot across all levels of government, help deliver innovative solutions and recovery services. Working with internal and external partners such as but not limited to the Department of Homeland Security, local governments, the Colorado Department of Public Safety, and the Colorado Department of Local Affairs and external non-governmental organizations among others, this role will help ensure interagency coordination during the entire disaster lifecycle. This position will also help ensure that Colorado is prepared for future disasters and that our rebuilding, mitigation and land use is tied directly to Governor Polis’ climate goals for the state.Roles and Responsibilities Alongside state and external partners you will help create, manage, and implement strategies, initiatives, processes and procedures that support the successful day-to-day disaster relief and recovery operations. Manage disaster services goals, objectives, policies, and procedures in alignment with established metrics. Support consistent service delivery strategies and plans. Evaluate and report on the capacity and effectiveness of programs and services. Prepare recommendations for continuous improvement.Help act in a facilitative leader role across the disaster cycle and interagency liaison. Align with agencies and work to enable the entire ecosystem to participate in relevant phases of the disaster cycle by shifting from being not only a provider of direct services but also a facilitative leader. Within scope of position, represent the entire disaster cycle of preparedness, response and recovery. Develop and cultivate professional relationships with key internal & external partners/organizations including but not limited to the Department of Homeland Security, local governments, the Colorado Department of Public Safety and the Colorado Department of Local Affairs. Serve as thought leader on a local level with government and other agencies and organizations involved in disaster as needed. Ensure interface with community leaders, corporations, businesses and government agencies. Participate in planning, exercises, and training, to including with local partners.Responsible for attending and helping facilitate working groups or emergency stand ups when disaster arises.During post recovery from disasters this position will help with the creation and implementation of a climate preparedness roadmap, with a particular focus on disaster avoidance and preparedness.

MINIMUM QUALIFICATIONS
Education and Experience: Ideal candidates who have past experience supporting disaster recovery efforts or have experience in professional disciplines incidental to disaster recovery with a preferred background in public administration, emergency management, insurance, or construction.Must be prepared to operate in an intense, dynamic, challenging work environment and be experienced working in a team atmosphere but also able to deliver independently.Intermediate level of experience or understanding of public grant programs is desirable but not necessaryStrong writing and interpersonal communication skills;The ability to read and interpret Federal and State laws and regulations; Strong project management skills, and attention to detail; Strong problem-solving skills, including experience in identifying solutions, formulating policy, and developing and implementing new strategies and procedures; Strong interpersonal communication skills, including experience working effectively with a wide range of constituents in diverse communities, mediating amongst parties with alternate viewpoints, and ensuring a focus on equity; Computer skills, including proficiency using Google Suite programs.
