The International Development division of PMCG is seeking a highly qualified and deeply experienced program management professional to provide management oversight to core CONUS and OCONUS contracts with USAID and State Department. The need for this position is being driven by increased growth and demand from expanding IDIQ awards and new business. PMCG’s core capability provides institutional support and services to global USAID missions which is producing a heavy volume of task orders requesting a range of services, positions, and jobs that span sectors, skillsets, and geographies.


As a result, PMCG has an immediate need to identify a seasoned program manager who understands the unique needs and processes of USAID, has a verified background overseeing diverse programs, and most importantly contribute to building PMCG’s overall program management capabilities, improve processes and capacity to scale and meet the growing demand of an expanding portfolio.


Responsibilities

Reporting to the VP, International Programs & Delivery, this individual will be required to do the following:

  • Provide management oversight across significant IDIQs and BPA's
  • Conduct and participate in internal and external brainstorming sessions to continuously develop new ideas for client projects and programs.
  • Collaborate with Business Development in the development of white papers and capture efforts for new business.
  • Oversee the execution of program offerings and project plans, schedules, budgets, and deliverables; monitors program/projects from initiation through delivery.
  • Directly develop or support managers in developing project scopes and work plans, adjusting the timing of key deliverables and milestones nimbly as the situation requires.
  • Assume responsibility as primary lead for International Development’s Program Quality Management process.
  • Support the development of significant proposal efforts. Identifies, pursues, and participates as lead or co-lead on teaming agreements, solutions, and win theme strategies.
  • Develop cost benefit analysis for new international initiatives.
  • Collaborate with cross functional teams (Accounting, Finance, Business Development, Human Capital, Contracts and Program Managers) on specific proposals and contracting opportunities.

Experience & Qualifications

  • Possess a bachelor’s degree in International Development, Global Affairs, Economics, Social Policy, Accounting, Finance, Business Management or related field.
  • MBA or equivalent master’s degree preferred.
  • 15+ years of business management, corporate leadership and/or transformation projects in a dynamic and fluid international development environment.
  • 10+ years of executive level international federal government contractor experience [USAID & Department of State preferred].
  • Strong program management execution skills, results-driven, and ability to hold the team accountable for results setting appropriate milestones along the way to validate progress
  • Knowledgeable with Federal government procurement and contract delivery processes.
  • Strong understanding of financial and accounting principles as they relate to Federal government contracting and international business operations.
  • Ability to work independently as well as collaborate and communicate with members of senior management, finance, business development and operations teams, client and partner staff, and government representatives.
  • Willingness to assume varied and additional responsibilities.

  • Strong writing capabilities.
  • Value attention to detail, transaction accuracy and a sense of urgency.
  • Excellent written and verbal communications skills to interface with senior-level customer representatives.
  • Proficiency with Microsoft Office products.
  • Unwavering professional integrity and the ability to maintain confidentiality of highly sensitive company information.
  • US Citizenship Required.
