The Director of Behavioral Health Program and Payment Policy within the Office of Behavioral Health (OBH) will report to MassHealth’s Chief of Behavioral Health.
The Director of Behavioral Health Program and Payment Policy oversees behavioral health strategy development related to new and enhanced behavioral health policies, programs, and payment, and includes design and oversight where relevant. This role oversees a team of Policy, Strategy and Finance Managers and Analysts who contribute to strategic program design, financial modeling and payment design, and budgetary activities in line with MassHealth’s behavioral health strategy. As such, the Director is accountable for leading a team responsible for multiple core and strategic initiatives, which includes strong collaboration with other MassHealth units, sister agencies and external stakeholders.
The Director is responsible for working flexibly across an evolving portfolio of high-value, strategic initiatives within OBH and inter-departmental teams, with projects including: 1) programmatic re-design of MassHealth behavioral health providers and services, 2) identification and implementation of strategic operational and fiscal improvements, and 3) other urgent departmental or agency priorities. With the support of the OBH Policy, Strategy, and Finance Team, the Director develops, communicates, and presents formal policy and financial recommendations, including oversight of analytic components and fiscal impact to the Commonwealth, plans, and providers, to agency leadership and within OBH.
As an integral member of the OBH Leadership Team, this role supports interface between other OBH units, MassHealth Payment Reform, Policy & Finance areas in policy development and state budget processes and with MassHealth communications in responding to public record requests and media inquiries pertaining to BH.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
In collaboration with the Chief of Behavioral Health, develop, review and evolve MassHealth’s BH strategy.
Lead the planning, research and analysis related to BH program and payment policy development, including analysis of behavioral health cost and utilization data from multiple payer sources (FFS, MCEs) in support of BH payment and programmatic strategy, and in collaboration with other members of the OBH Leadership Team and other EHS financial stakeholders (Mercer, CHIA, MassHealth Finance).
Supervise Strategy, Policy and Finance Managers/Analysts and related workloads to ensure progress and high caliber output across the team’s entire portfolio of projects and responsibilities.
With Project Management Team support, scope, manage and facilitate execution of new and enhanced BH programs and payment strategy.
Serve as an expert on behavioral health policy and monitor relevant industry trends, policy developments and literature. Direct reviews and summaries of relevant literature, studies and reports on behavioral health innovation, programs, and payment innovation. Perform policy and financial analysis into evidence based, cost-effective service interventions. Produce policy reports and other communication materials.
Represent MassHealth at meetings with stakeholders and state agencies on matters related to assigned project portfolios.
Preferred Qualifications:
Strong behavioral health system of care experience, specifically with the Massachusetts Medicaid population.
Strong leadership skills and experience managing multifunctional teams, including experience in directing a team to develop evidence-based, behavioral health program and payment models.
Excellent MS Excel and PowerPoint skills.
Ability to confer with management staff and other behavioral health staff to provide information concerning program implementation, evaluation and monitoring and to define the purpose and scope of proposed behavioral health programs.
Ability to analyze and determine the applicability of behavioral health financial and programmatic data in order to draw conclusions and make appropriate recommendations.
Ability to determine proper format and procedure for calculating information and presenting information accurately.
Ability to establish and maintain harmonious working relationships within the Office of Behavioral Health and other MassHealth units and coordinate the efforts of Behavioral Health management and staff in accomplishing assigned work objectives.
Ability to adjust to varying or changing situations to meet emergent data analytic requests.
Ability to exercise strong critical thinking skills and sound judgment.
