Gilmer County is currently seeking a Director of Human Resources. The Director of Human resources administers a broad range of human resource management functions County-wide, including, employment relations, staffing and recruitment, compensation, compliance, employee benefits, policy and procedure development, training and development, performance management, and personnel records.

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this position.

Management may assign additional functions related to the type of work of the position as necessary.

  • Informs and advises the County Chairman on all department issues affecting the County; provides advice, support, and information to other department heads and elected officials.
  • Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work.
  • Oversees the administration of County-wide human resources; directs County-wide personnel, policies, and procedures; advises Board of Commissioners, and elected/appointed officials regarding human resource practices and issues; prepares, recommends, and enforces personnel policies; drafts and/or revises personnel policies and procedures as needed or requested; conducts internal investigations; resolves and recommends solutions to sensitive human resources issues.
  • Ensures compliance with all personnel and payroll laws; reads, assimilates, and disseminates information on changes in laws and regulations; creates and implements compliance processes or procedures; responds to requests for Open Records information.
  • Develops and implements guidelines for personnel transactions, such as hires, promotions, transfers, performance reviews, and terminations; directs recruiting and selecting personnel; prepares, analyzes, and revises job descriptions; directs screenings, interviews, and background and reference checks; makes hiring and firing decisions and recommendations; maintains related documentation.
  • Directs, conducts, and/or implements training programs to ensure compliance with regulations, policies, or laws, orient new employees, increase employee effectiveness and engagement, promote wellness, employee communication, and employee recognition or other training; develops annual training and wellness activity calendar; conducts training or coordinates training events with outside vendors.
  • Attends various meetings, serves on committees and makes presentations or speeches as needed.
  • Communicates with County officials and administrators, appointing authorities, subordinates, third-party service contractors, the public, and other individuals as needed to coordinate work activities, review the status of work, exchange information, or resolve problems.
  • Coordinates the investigation and processing of grievances and appeals filed in accordance with applicable policies; establishes, administers, and maintains reporting procedures to management for said purposes.
  • Coordinates and prepares responses to unemployment claims and may represent the County at

Unemployment hearings.

  • Coordinates with benefit plan consultants to assist employees with and coordinates benefit requests for

COBRA and Family Medical Leave (FMLA), short-term and long-term disability, retirement, and life

insurance; coordinates open enrollment activities and communicates with benefit plan consultants regarding open enrollment.

  • Performs related duties as assigned.

Requirements

  • Bachelor's degree in business administration, human resources, or equivalent experience.
  • Requires 5 or more years' experience in Human Resources.
  • PHR or SPHR certification or other human resource related proficiency certification preferred or the willingness to attend an online Human Resources course for government officials.
  • Must have experience in Payroll processing and Timekeeping systems.
  • Must have some recruiting experience.
  • Strong knowledge of the principles, practices and sound techniques of human resource administration and management.
  • Work with sensitive, confidential material and demonstrate a strong ability to be confidential.
  • Must be able to work, think, and make independent decisions.
  • Must have proven ability to work under pressure and in stressful situations.
  • Work as a role model in the adherence of policies and practices.

This is a full-time salary exempt position working a minimum of 40 hours per week. Salary increase after completing an Online course for Human Resources Government Officials.

Pay: $50,000.00 - $60,000.00 per year
