The Southeastern Pennsylvania Transportation Authority (SEPTA) is the sixth largest transportation system in the United States, with a vast network of fixed route services including bus, subway/elevated, trackless trolley, light rail, and commuter rail serving a 2,200 square mile service region.
We are currently seeking a Director Service Planning (7322) in the Planning/Service Planning.
SEPTA currently requires all new employees to be fully vaccinated and provide proof of vaccination at their pre-employment medical appointment.

OVERALL DESCRIPTION
Manages the planning section responsible for route and service revisions and new initiatives for SEPTA’s City Transit Division, Suburban Transit Division and Contract Operations services.
SPECIFIC RESPONSIBILITIES
- Administers the overall operation of the Service Planning Section to match operational, labor, contract, and budget guidelines.
- Maintains a good working relationship with Surface Transportation, Customer Service, elected officials, and individual transportation units.
- Collaborates with Budgets staff on fiscally responsible route and service initiatives.
- Supervises, manages development of comprehensive bus network redesign and manages components of End Lines, microtransit implementation and updating of Service Standards.
- Supervises, manages, and develops route and service change proposals for City Transit, Suburban Transit and Contract Operations.
- Initiates, prepares, and monitors SEPTA’s Annual Service Plan, Service Standards, Bus Stop Design Guidelines, and other tariff related issues for the Service Planning section; testifies at public hearings.
- Initiates or supervises preparation of written documentation in support of route projects, including reports, staff summaries, tariffs, public notices, public hearing testimony, and cost/revenue analysis for test schedules in combination with current or proposed routes.
- Coordinates route planning issues with SEPTA staff and outside agencies, including development of draft schedules and coordination with Surface Transportation personnel for project implementation and post-implementation.
- Conducts in-field examination of potential route projects and service issues, as well as post-project implementation field trips to monitor route and service changes.
- Coordinates schedule related matters with Schedules and Surface Transportation staff to resolve issues to improve operating performance and customer satisfaction.
- Prepares or supervise preparation of responses for the Board Chairman, General Manager, or senior SEPTA staff to customer inquiries regarding transit route and service matters.
- Performs support duties for other SEPTA departments regarding route planning and schedule related projects, i.e.: marketing issues, press relations, fare issues, and customer service.
- Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
- Performs other duties as required.
QUALIFICATIONS AND EXPERIENCE
- Bachelor's Degree and a minimum of ten years of transit planning experience required.
- An equivalent combination of experience and education (two years of related experience, equating to one year of formal post high school education) may be considered in lieu of the above requirements.
- Managerial/supervisory experience required.
- Excellent verbal, written and interpersonal communication skills required.
- Good working relationship with all SEPTA departments required.
- Proficiency in Excel, PowerPoint and Microsoft Word required.
IDEAL QUALIFICATIONS AND EXPERIENCE
- Transportation-related coursework preferred.
- Thorough knowledge of the SEPTA operating system preferred.
