Job Summary

Incumbents in this position are responsible for directing and supervising the repair and maintenance of the distribution and sewer collection system. This incumbent serves as operator in responsible charge for all CFPUA water distribution systems.

Essential Job Functions

  • Acts as Primary Operator in Responsible Charge of CFPUA distribution system and provides back up coverage for the Assistant Operations Director
  • Develops plans and programming, formulates budgetary data, assigns job duties, conducts employee evaluations, prepares contractual obligations, develops educational curriculum, and reports parameters as they relate to the overall programming of the office.
  • Leads and facilitates the operation and maintenance of the distribution system and construction of repairs to the water distribution and sewer collection system.
  • Provides recommendations to the Engineering Department regarding CIP Projects, technical specifications, engineering design details and design issues as they relate to division.
  • Approves purchases and requisitions in accordance with finance policies, including review of specifications and vendors through the bidding process, monitor budgets.
  • Develops and implements short term and long term maintenance plans.
  • Assists other departments with engineering and engineering related solutions through the plan review and customer service venue, including capital projects administered through the engineering department.
  • Makes recommendations that impact the budget and determines the allocation of budget within unit including departmental supplies and materials.
  • Supports and guides legal services and Risk Management as well as staff for a resolution of legal claims, customer complaints and inquiries with a sense of fairness and minimize liability to CFPUA.
  • Evaluates technical issues and priorities related to system maintenance and raw water transmission main repairs, completes reports, and resolves complaints.
  • Ensures regulatory compliance in the water distribution system for the safety and health of the public drinking water supply.
  • Overall responsibility for safety within Distribution. Ensures employees are educated in all safety aspects including PPE, sheeting and shoring, traffic control, etc. Trains employees on new or developing rules and regulations regarding water quality and system dynamics; establishes and conducts safety programs for employees.
  • Manages the installation, repair, and replacement of collections and distribution pipelines with contracted forces as directed and prioritized by the respective ORC for emergency repairs.
  • Plans and manages the installation, repair, and replacement of wastewater collections system pipelines with CFPUA in-house forces. Manages the work order system to ensure service demands are met.
  • Develops action plans to respond to emergencies by managing emergencies and coordinating activities with other departments, agencies, and citizens. Corresponds with representatives of the North Carolina Division of Water Quality regularly pertaining to proper system maintenance and compliance.
  • Reviews construction plans by assisting with and conducting final site inspections to ensure that quality standards are met.
  • Complies with and communicates to Public Water Supply, Division of Water Resources, Department of Transportation, City of Wilmington, New Hanover County, OSHA, EPA, Health Department, and the customers of the Authority on a day-to-day basis.
  • Communicates to all construction inspectors regarding water distribution rules and regulations.
  • Performs a continuous physical evaluation of the water distribution system, responds to and evaluates complaints and other repair needs, processes and addresses hydrant complaints, and evaluates situations and construction or repair areas for physical conditions that would endanger crews or equipment.
  • Utilizes GIS mapping programs, blueprints and knowledge of distribution system configuration in order to identify problem areas, implements flushing programs, and notifies IT and GIS Administrators of any mapping inaccuracies.
  • Interacts with other departments, stakeholders and customers for inquiries about capacity availability, construction planning and management, infrastructure expansion and improvement.
  • Performs assigned functions as an Essential Employee Personnel (EEP) member.
  • Exercises a purchasing authority up to $1,000 without approval from supervisor.
  • Performs other related job duties as assigned.

Education, Experience, and Other Requirements

Bachelor’s degree in engineering, project management, environmental studies, or related course study.

Seven (7) years of professional work experience and managerial experience in a utility in collections systems, water operations, wastewater operations or related work field.

Possession of or ability to readily obtain NC Grade “A” Distribution certification within 6 months of employment.

Grade “A” Water Treatment or Grade “IV” Collections System certifications preferred.

Possession of or ability to readily obtain a valid State of North Carolina driver's license.
