SUMMARY OF POSITION
- Investigates drainage complaints and concerns received from the public related to flooding, erosion, and stormwater quality that may involve creeks, storm drains, detention basins, pollutants, standing water, etc.
- Reviews civil engineering plans for public and private development that may include grading, drainage, roadways, water, sewer, storm drains, detention, creeks, erosion control, stormwater quality measures, etc.
- Reviews flood studies, typically including hydrology and hydraulics modeling, and detention basin design.
- Serves as the city’s project manager for assigned drainage capital improvement projects including supervision and oversight of contractors and/or consultants.
- Develops, reviews, and/or coordinates plans, specifications, cost estimates, and contracts for capital improvement projects in a timely manner based on design standards, construction details, and specifications to meet established standards and engineering practices.
- Performs construction management responsibilities for capital improvement projects to attain timely completion within the allotted project budget constraints and project controls.
- Manages and develops professional service and construction contracts including contract negotiation, review, execution, tracking, and invoicing.
- Assists, coordinates, and/or reviews project efforts related to land acquisition and franchise utility coordination.
- Contributes to updates of City ordinances, design manuals, standard details, and construction specifications.
- Confers with other departmental professionals and utilizes various documents such as civil engineering drawings, final plats, and standard construction specifications to accurately perform essential functions.
- Utilizes a variety of technological equipment and software applications in the performance of functions such as computers, technical software, stations, and plotters.
- Coordinates with other agencies including Collin County, the Collin County Soil and Water Conservation District (CCSWCD), the Texas Commission on Environmental Quality (TCEQ), the Texas Department of Transportation (TxDOT), the Federal Emergency Management Agency (FEMA), and the US Army Corps of Engineers (USACE).
- Utilizes software such as Microsoft Office (Outlook, Word, Excel, PowerPoint, SharePoint, OneDrive, Teams), ArcGIS Pro, ArcMap, Bluebeam Revu, AutoCAD, HEC-HMS, HEC-RAS, PondPack, StormCAD, FlowMaster, and CulvertMaster.
- Performs research and routine clerical functions when necessary.

- Skill to utilize a variety of advisory and design data and information, such as technical study reports, engineering drawings, budget printouts, zoning and subdivision codes, planning maps, engineering designs, and city ordinances. Knowledge of engineering and legal professional language.
- Skill to perform moderately complex algebraic and geometric operations; ability to utilize principles of basic probability and statistical inference.
- Skill to apply principles of logical or synthesis functions. Ability to deal with several concrete and abstract variables, and to analyze major problems that require complex planning for interrelated activities that can span one or several work units.
- Skill to perform coordinated movements, such as drafting, utilizing drafting and engineering instruments and equipment, performing data entry on a computer and operating vehicle.
- Ability to apply principles of persuasion and/or influence.
- Ability to exercise the judgment, decisiveness, and creativity required in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications may be an acceptable substitute for the above specified education and experience requirements.
PREFERRED SKILLS
- Knowledge of and/or experience with hydrology and hydraulics including drainage area delineation, the Rational Method, the Modified Rational Method, weir flow, orifice flow, open channel flow, pipe flow, hydraulic grade line calculations, and inlet calculations.
- Knowledge of and/or experience with computer programs such as HEC-HMS, HEC-RAS, PondPack, StormCAD, AutoCAD, ArcGIS Pro, and Bluebeam Revu.
- Familiarity with FEMA floodplain management regulations.
CONDITIONS OF EMPLOYMENT
- Must pass a drug screen and background check.
- Must have a Class C Texas Driver’s License.
