About the Position:

TJFACT is seeking to hire an Ecuador Counternarcotics Advisor to join our team in support of the Bureau of International Narcotics and Law Enforcement Affairs (INL) U.S. Embassy in Quito, Ecuador.

The Counternarcotics Advisor will be located at an office at NAID headquarters in Quito to provide strategic planning, policy and program advice, and general expertise concerning counternarcotics program priorities and objectives to senior ENP officials, INL Ecuador Director, Deputy Director, and Law Enforcement Program Specialist, Embassy Quito leadership, the Embassy Quito Law Enforcement Working Group (LEWG), and INL/Western Hemisphere Programs (WHP). The Counternarcotics Advisor will help INL Quito develop and manage counternarcotics assistance programs and related issues toward the strategic goal of reducing the flow of cocaine to the United States via Ecuador. An integral member of the INL Ecuador team, the Counternarcotics Advisor will liaise with other agencies and partner governments active in the fields of strategic planning, intelligence, policing, law enforcement, security assistance, cooperation, and with host government contacts. The Counternarcotics Advisor will assist INL Quito in monitoring its counternarcotics assistance projects in Ecuador, analyze their effectiveness and suggest improvements. The Counternarcotics Advisor will be embedded with NAID leadership for up to four (04) days per week (on average), providing expert advice and mentoring to assist with counternarcotics operational planning, institutional development and to formulate assistance requests to INL Quito leadership.


Duties and Responsibilities:

  • Advise Ecuadors MOG and ENP on the day-to-day operations of their counter-narcotics law enforcement efforts, including all interdiction activities.
  • Assess Ecuadors current capability to respond to narcotics-related security and law enforcement challenges and make recommendations to INL Quito on effective strategies.
  • Track and assist in coordinating institutional development and capacity building assistance for Ecuadors counternarcotics police with special emphasis on training activities to build their interdiction capability.
  • Assist in the end-use monitoring of INL-donated commodities to Ecuador.
  • Advise Ecuadorian officials on necessary logistical support for counternarcotics operations.
  • Provide recommendations to INL Quito leadership on training required to improve counternarcotics police performance in detection, interdiction, and disposal of illicit drugs.
  • Provide recommendations to INL Quito leadership and senior Ecuadorian officials on support needed to initiate and sustain INL-funded projects.
  • Provide input to INL Quito for the annual country budget request, end-use monitoring report, the International Narcotics Control Strategy Report (INCSR), the INL Spend Plan, and other reports as needed.
  • Work with other United States Goverernment (USG) agencies under the guidance of the INL Deputy Director and INL Law Enforcement Program Specialist, to build the MOG and ENPs counternarcotics capabilities by coordinating USG-provided training, logistical support, and technical assistance.
  • Work directly with the MOG and ENP, under the guidance of the INL Deputy Director and in partnership with the INL Maritime Security Advisor and INL Border Security Advisor, to develop counternarcotics strategies and programs, including building interdiction capacity at the ports, borders and border provinces, and mobile interdiction operations.
  • Assist in the planning and development of command, control, communications, and intelligence support ENP requires to effectively support various interdiction units.
  • Work with INL Quito and GOE personnel to improve the NAIDs investigative capacity by providing technical advice on communications, computer systems, data analysis, field investigations, and other operational areas.
  • Draft letters, cables, and other reports on INL activities under general guidance of the INL Deputy Director to inform routine reporting to INL and other offices in Washington, D.C.
  • Provide briefings, program evaluations, and support high-level visits as required by the INL Deputy Director and INL Law Enforcement Program Specialist.
  • Conduct periodic site visits throughout Ecuador to assure effective and timely implementation of INL-supported strategies, agreements, and other initiatives.
  • Liaise with INL/WHP, INL Bogota, and other INL sections in the Western Hemisphere on assistance programs with a cross-border nexus.


Required Skills and Experience

  • U.S. Citizenship;
  • Bachelors degree from an accredited institution in international relations, law enforcement, public policy or related field (10 years professional law enforcement experience can be substituted);
  • Twelve to eighteen years of experience with U.S. law enforcement or military, experience briefing in English;
  • Demonstrated experience working overseas in an Embassy environment;
  • Three years specialized experience depending on the position (e.g. intelligence, firearms, gangs, kidnapping, drugs, internal affairs);
  • Knowledge of, and skill in, correct usage of English grammar, spelling, punctuation, capitalization, and style;
  • Five years specialized experience in counternarcotics;
  • Demonstrated excellent oral and written Spanish communication skills. Comfortable working in Spanish at or above a level equivalent to a recognized foreign language proficiency measurement framework, such as the Foreign Service Institutes defined 3/3 level (Fluent proficiency) or equivalent. Demonstration or proof of language capability required, unless the individual is a native Spanish speaker. The Counternarcotics Advisor will be embedded with the Ecuadorian National Police and must possess a high degree of proficiency in Spanish which requires fluent conversing daily with Ecuadorian official;


Preferred Skills and Experience:

  • A minimum of seven (07) years current experience related to counternarcotics police work. This may include police operations, investigations, management, organizational development, planning, and/or training.
  • A minimum of five (05) years in a supervisory management position.
  • Demonstrated experience coordinating and working with U.S. government agencies (e.g., the Department of State, Department of Justice, the Department of Homeland Security, the U.S. Agency for International Development, the Department of Defense) and United Nations and/or international community on security sector development programs.
  • Demonstrated experience working in Latin America or on Latin America issues.
  • Demonstrated experience drafting U.S. government reports and documents, such as the INCSR, embassy cables, and other documents.
  • Demonstrated experience working with high-level host-nation counterparts, departments, and ministries to further program objectives.
  • Demonstrated experience working directly with the Department of State or INL as a Direct Hire or a Third Party Contractor.
