Engineering Technician III/Inspector

Department: Highway FLSA Status: Non-Exempt

Wage range from $27.31-$37.80 per hour. Benefits include health insurance, retirement plans, vacation, sick and holiday pay.

General Definition of Work

Performs difficult technical work preparing and designing road, bridge and culvert projects, inspecting projects in progress, making sure projects stay within confines of local, state and federal ordinances, laws and statutes, and related work as apparent or assigned. Work is performed under the limited supervision of the Assistant Highway Engineer.

Essential Functions

  • Prepares plans, designs and specifications for road, bridge and culvert projects; collects field information, data and required materials and builds plans with computer aided software.
  • Ensures project designs meet the needs of local, state and federal mandates.
  • Inspects projects in progress and at completion including supervising installation and testing of materials to ensure within compliance standards; works in coordination with the contractors and internal staff to complete projects in the field.
  • Reviews plans and specifications for projects and determines quantities of materials, equipment and supplies needed to complete the project.
  • Interacts and responds to public and contractor requests inquiries or complaints.
  • Keeps abreast of changing technology and statutes.
  • Coordinates and provides work direction to seasonal staff.
  • Performs bridge construction and annual rating inspections to ensure conformance with established standards and public safety.

Knowledge, Skills and Abilities

Thorough knowledge of local, state and federal standards, rules, laws, ordinances and policies pertaining to bridge construction, bridge safety inspections, roadway construction and inspection, bituminous paving and erosion control; thorough knowledge of computer aided drafting software including AutoCAD, Civil 3D, and ArcGIS; thorough knowledge of bridge construction and bridge inspection; thorough knowledge of bridge inspection software; thorough skill using standard survey equipment and GPS survey equipment; thorough knowledge of survey data; general skill using standard survey software; general skill completing standard business correspondence; general knowledge of legal property descriptions; general skill using standard office equipment and applicable hardware and software; general skill using mapping software; ability to make arithmetic computations using whole numbers, fractions and decimals; ability to compute rates, ratios and percentages; ability to carry out computations required for roadway design; ability to communicate with employees and the general public; ability to react to issues as they arise and deal with them in an efficient and timely manner; ability to establish and maintain effective working relationships with staff, consultants, engineers, contractors, elected officials and the general public; ability to establish and maintain effective working relationships with citizens, customers, elected officials, consultants, engineers and contractors.


Education and Experience

Associates/Technical degree in highway construction and design, civil engineering, or related field and considerable experience working with the design of highway construction, as a construction inspector, or equivalent combination of education and experience.


Physical Requirements

This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 50 pounds of force; work frequently standing, walking, sitting, using hands to finger, handle or feel, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, lifting and repetitive motions and occasionally requires speaking or hearing and pushing or pulling; work requires close vision, ability to adjust focus and color perception; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires working near moving mechanical parts and exposure to outdoor weather conditions, frequently requires exposure to extreme cold (non-weather) and exposure to extreme heat (non-weather) and occasionally requires wet, humid conditions (non-weather), working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to the risk of electrical shock, exposure to vibration and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).


Special Requirements

  • Aggregate Production Tester certification within two (2) years.
  • Bituminous Plant Tester certification within two (2) years.
  • Bituminous Street Inspection certification within two (2) years.
  • Bridge Construction Inspector certification within two (2) years.
  • Concrete Field Tester certification (ACI course) within two (2) years.
  • Concrete Field Inspector certification within two (2) years.
  • Concrete Plant Tester certification within two (2) years.
  • Grading and Base Inspector certification within two (2) years.
  • MnDOT Bridge Safety Inspection certification within two (2) years.
  • U of M Erosion and Stormwater Management certification: Construction Manager within two (2) years.
  • MnDOT ADA Construction certification within (2) years.
  • CPR/First Aid/Safety certificate within six (6) months.
  • Training will be provided upon hire and must be completed within two (2) years to obtain above certifications.
  • Training must be completed at hire and on an ongoing basis to maintain certifications.
  • Valid driver's license in the State of Minnesota.

Other Requirements

The incumbent may encounter not public data in the course of these duties. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished, incumbent must properly store the not public data according to the provisions Ch. 13. If a new work assignment requires access to not public data, the incumbent is permitted to access not public data for the work assignment purposes only. Any access to not public data must be strictly limited to the data necessary to complete the work assignment and after the assignment is completed, the employee’s work assignment no longer requires access.
