UCAR is excited to announce the job opening for the Education and Training Center (ETC) Administrator II position, which will provide a strong foundation of essential business and operational support to a wide range of highly successful, impactful, and community-driven programs - from training weather forecasters, firefighters, and emergency managers; to supporting a constellation of atmosphere-observing satellites; developing internship programs and educational resources; providing real-time data and software analysis tools; improving and accelerating use of research and operational Earth system satellite data; and managing projects and staffing for scientific programs across the country and around the world.
The ETC is one of three Centers within the UCAR Community Programs (UCP), and will directly support COMET, GLOBE, and the UCAR Center for Science Education (SciEd) programs as well as serve as a member of the Business Shared Services (BSS) team to lead, support, and perform a variety of functions and business activities including budgeting, expense monitoring, and reconciliation, financial reporting, proposal development, general human resource activities, procurement and contracts for UCP Centers and Programs (including serving as a liaison with external agencies and sponsors).

Hiring Salary Range:
$71,977 - $89,973

HOW YOU WILL MAKE AN IMPACT AT UCAR
Here is a brief outline of what one would expect to be responsible for in this role.
Key Responsibilities
Budget preparation, maintenance, and cost control
-
Develops budgets and monitors and reconciles financial accounts for assigned projects and contracts. Includes projections, scenarios, and spending plans.
-
Monitors and analyzes financial transactions and reports, identify discrepancies, and researches solutions. Prepares financial adjustments including journal entries and budget transfers. Brings issues and unresolved discrepancies along with solutions to the attention of management.

Oversees post-award actions, including but not limited to: No Cost Extensions, incremental fund requests, reprogramming requests, supplemental fund requests
Proposal preparation and
submission
-
Works with Principal Investigator (PI) to establish budget needs and develop project budget independently
-
Manages proposal submission process: creates and gathers proposal documents, enters information into applicable systems (internal and sponsor) ensures compliance with sponsor requirements, and with the PI, sets and oversees compliance with internal and external deadlines
-
May support the UCP Budget Office with proposal review, approval, and submission for proposals in response to sponsor announcements resulting in grants or cooperative agreements, and contracts, including eligibility, sponsor requirements, and reviewing proposal packages for compliance.
Other Duties

Support and manage general human resource activity which may include hiring, coordination of onboarding and offboarding, promotions and reclassification, visa status, supervisor training status, and visitor coordination

Contributes to the ongoing development and refinement of standardized best practices for BSS
-
Actively participates in BSS Working Groups/Teams, conducts and participates in BSS meetings and training, and attends program-specific meetings as applicable

Education & Experience

Bachelor’s degree in a relevant academic discipline,

5 years of relevant experience;

Or an equivalent combination of education and experience.
Knowledge, Skills, and Abilities

Advanced skills in budget development and analysis, cost control, project accounting, and intermediate knowledge of accounting principles.

Advanced knowledge of grant and contract proposal preparation and submission processes, including government and institution contract requirements, policies, and procedures.
-
Intermediate knowledge of basic human resources administration and a demonstrated ability to maintain confidentiality and use discretion when handling sensitive information.

Computer literacy in a networked environment, as well as advanced skills in the use of spreadsheets, word processing, and presentation software.

Advanced skill in using CPM tools (including Cognos BI Reports, FAB, and IFAS or similar financial management systems/tools)
-
Advanced oral and written communication skills (e.g. English composition, grammar, spelling, punctuation, and usage).

Demonstrated ability to work both independently, and effectively on a diverse and multicultural team
