Type: Independent Contractor
Location: Remote with some Powell, OH support
Reports To: ARMADA HQ
Security Clearance Required: None
This independent contractor position will support the design, facilitation, control and evaluation of all types of exercises to include workshops, tabletops, drills, functional and full-scale exercises. The consultant will assist ARMADA to ensure all exercises are consistent with the Homeland Security Exercise Evaluation Program (HSEEP) and other applicable standards as appropriate.
Duties & Responsibilities:
- Facilitate Initial, Mid, and Final Planning Meetings
- Develop and Distribute Planning Meeting Minutes
- Coordinate Exercise Logistics to include location, staffing, materials, etc.
- Develop Exercise Documentation (i.e., EXPLAN, Situational Manual, EEGs, MSEL, etc.)
- Assist with Controller/Evaluator, Actor and/or Player Briefings
- Coordinate Volunteer Actors for Full-Scale Exercises
- Serve as a Facilitator, Controller and/or Evaluator for exercises
- Assist with the development of After Action Reports and Improvement Plans
- Facilitate After Action Conferences
Knowledge, Skills and Abilities (KSAs):
- Customer service focus
- Highly organized, capable of managing multiple exercise projects at one time
- Some travel and overnight stays may be required
- Basic understanding of Microsoft Word
Minimum/General Experience/Education:
- At least one year experience in exercise program management and/or experience supporting at least 3 exercises in the past five years
- Completion of the HSEEP Training (since 2013)
- Master Exercise Practitioner (MEP), preferred
