Facilities Maintenance Technician

1. BACKGROUND The National Oceanic and Atmospheric Administration (NOAA) National Weather Service (NWS) provides weather, hydrologic, and climate forecasts and warnings for the United States, its territories, adjacent waters and ocean areas, for the protection of life and property and the enhancement of the national economy.

As part of this mission, the NWS Pacific Region (PR) Systems Operations Division (SOD) provides facilities support and maintenance for 12 offices in Hawaii, Guam, American Samoa and Micronesia. In addition to normal building, housing and grounds maintenance, SOD maintains, repairs and provides construction support for weather observation and data collection equipment needed for daily weather forecasting and warning operations.

SOD currently has one facility engineering chief/supervisor and three facilities engineering technicians (FET) to accomplish the work for the entire region. Based on the current workload/projects and backlog of work, this is not enough resources to accomplish all necessary work to keep operations within the region running. SOD requires one additional facilities journeyman to complete its backlog of facilities work.

2. SCOPE The NWS PR SOD requires contract technical services by a facilities journeyman. This is a full-time position. The contractor will report to the NWS PR Facilities Engineering Chief located at the Daniel K. Inouye Regional Center on Ford Island at 1845 Wasp Boulevard, Bldg. #176 Honolulu, Hawaii 96818. The contractor will be assigned to work with the three existing FETs in teams to execute NWS projects.

3. TASKS

3.1 Provide station/office inspections and identify maintenance repair problems. 3.2Repair and maintain weather service towers and supporting equipment.

3.3 Provide labor related tasks such as fixing access flooring, assembling modular systems furniture and mounting related office equipment for office furniture.

3.4 Provide landscaping maintenance cutting and maintaining trees, shrubs, bushes and grass at PTWC along with miscellaneous landscaping duties.

3.5 Provide labor related tasks such as demolition, lifting, moving, hauling carrying, palletizing, transporting and shipping of materials and equipment.

3.6 Complete basic carpentry tasks such as framing, drywall and cabinetry.

3.7 Complete basic electrical tasks such as electrical wiring, replacing electrical fixtures, power outlets, measuring current and voltage.

3.8 Assist in erecting and building structures such as towers, rain gauges, enclosures and wind sensors.

3.9 Provide preventative maintenance on air-conditioning, closed-circuit television, security cameras and miscellaneous security monitoring devices.

3.10 Repair and maintain roofs and roofing systems.

3.11 Provide reports, cost estimates and conduct market research on facilities-related work and material. 3.12Deliver supplies, move items to and from storage and haul rubbish.

3.13 Conduct Uninterruptible Power Supply (UPS) maintenance, which includes removal & installation of UPS equipment and batteries.

3.14 Any other labor and facilities related tasks or duties as assigned.

4. REQUIRED EXPERIENCE, SKILLS AND COMPETENCIES

4.1 Candidate shall have minimum 5 years of experience with basic plumbing tasks such as plumbing sinks, disposals, sweating copper piping, installing sewer and vent connections. Familiar with reading plumbing piping plans and plumbing isometrics

4.2 Candidate shall have minimum 5 years of experience with basic masonry tasks such as concrete framing, rebar bending, mixing, pouring, floating and finishing concrete.

4.3 Candidate shall have minimum 5 years of experience with labor tasks involving painting, applying, installing and removing: roofing, carpet, vinyl flooring, laminate, wood and access flooring.

4.4 Shall be familiar with producing hazard manifests for disposal of hazardous materials. 4.5Develop, write, and edit material for reports, manuals, briefs, proposals, instructions, and related technical and administrative publications concerned with work methods and procedures, and installation, operation, and maintenance.

4.6 Able to lift 50 pounds (unassisted) and carry it a minimum distance of 50 feet.

4.7 Able and willing to climb Rohn equipment towers (and similar), and to assist in spotting a climber. Climbing at heights is a requirement for this position.

4.8 Experience with power tools such as power saws, power drills, cement mixers, chain saws, etc. Candidate shall demonstrate experience by showing their capability through performance. 4.9Experience in operating machinery such as forklifts, jackhammers, vibrating tampers, chipping guns, backhoes, front end loaders, excavators, breakers, bucket trucks, etc. Candidate shall demonstrate experience by showing their capability through performance.

4.10 Experience driving large trucks and trailers, etc. (A commercial driver’s license is not required). Candidate shall demonstrate experience by showing their capability through performance.

4.11 Experience with carpentry, rough framing, finish cabinetry, ceilings, walls and floors. Candidate shall demonstrate experience by showing their capability through performance.

4.12 Experience with layout of masonry work, concrete framing, rebar bending, mixing, pouring and finishing concrete. Candidate shall demonstrate experience by showing their capability through performance. 4.13Experience reading and understanding construction and engineering plans and documentation. Experience doing take-offs and cost estimating. Candidate shall demonstrate experience by showing their capability through performance.

4.14 Experience working on electrical wiring, panels, batteries, replacing ballasts, light fixtures and electrical outlets. Experience reading wiring diagrams, one-line drawings, panel schedules and understanding of basic electric circuitry. Candidate shall demonstrate experience by showing their capability through performance.

4.15 Able to articulate and be the lead in running construction projects, ordering, staging, planning, shipping, organizing and leading in a journeyman capacity.

4.16 Experience with hazardous material handling and disposal. Candidate shall demonstrate experience by showing their capability through performance

5. PERSONNEL CERTIFICATION REQUIREMENTS

5.1 The personnel shall be certified in operating a fork lift.

5.2 The personnel shall have current climbing certification (within 2 years) for 30-foot tall Rohn towers to assist in climbing, spotting and rescuing a fellow climber. Candidate shall be required to work at heights of 30-50 feet, with proper personal protective equipment.

5.3 The personnel shall be required to complete NOAA IT security training, NOAA safety and environmental training, Warehouse safety, and Hazardous Communications training.

6. GENERAL INFORMATION

6.1 Period of performance: One (1) one-year Base period with four (4) one-year Option periods.

6.2 Place of performance: NOAA Daniel K. Inouye Regional Center (IRC), Honolulu, HI, 1845 Wasp Blvd, Bldg. 130, Honolulu, HI 96818

6.3 Hours of operation: full-time contract - eight (8) hours per day, five (5) days per week from 7:00 a.m. to 3:30 p.m.

6.4 Security: personnel shall have successfully completed all required suitability and security processing prior to entering the Government’s facility. Additionally, Contractor personnel working in any DOC facility for more than 180 days must complete Personal Identity Verification (PIV) Request Forms, Security Coversheet, fingerprint card, and position sensitivity checklist. This information will be provided by the Government COR in accordance with Homeland Security Policy Directive- 12 (HSPD- 12), personnel shall adhere to all security requirements established at the facility

6.5 Travel:

6.5.1 Travel is anticipated and authorized. Travel will be coordinated through the COR. Travel costs authorized under this contract shall be reimbursed at cost and in accordance with the Federal Travel Regulation (www.gsa.gov/ftr). Any travel conducted prior to the receipt ofproper written authorization from the Contracting Officer, will be done at the Contractor’s own risk and expense.

6.5.2 Candidate shall be willing to travel internationally for a minimum of up to 2-3 weeks to areas such as Micronesia, Marshall Islands, American Samoa, Guam, Palau and Saipan.

6.5.3 Candidate shall be willing to travel locally throughout the Hawaiian Island chain for periods of a minimum of up to 2-3 weeks.

6.6 Other direct costs:

6.6.1 Candidate shall from time to time need to purchase supplies, and materials to complete the work. Candidate shall provide means to purchase up to a limit of $5,000 for supplies and materials and will be reimbursed by the NWS.

6.6.2 Candidate shall monitor expenditures and request prior COR approval for purchases.
