MVTA serves as the public transportation agency for seven suburbs south of the Twin Cities within the large population of Dakota County and rapidly growing Scott County. POSITION SUMMARY

Under general supervision of the Chief Operating Officer, this position is responsible for directing engineering designs, studies, projects, and reports; overseeing and managing the work of outside consultants and contractors; ensuring work quality and adherence to established policies and procedures; performing and/or coordinating technical tasks; sharing professional knowledge and is a vital member of various project teams for the agency.


JOB DUTIES OR ESSENTIAL FUNCTIONS

The essential functions of the position include, but are not limited to the following:

  • Oversees and acts as project manager for large-scale design, construction, and improvement projects for the agency, with an eye toward sustainability
  • Executes a variety of professional facilities engineering work related to buildings, mechanical and electrical systems, utilities, transit facilities, and support equipment
  • Provides detailed analyses and recommendations and implements changes and improvements as needed to maximize benefits to the agency and its stakeholders
  • Reviews and approves the work of consultants engaged in developing studies, designs, detail, and specifications in connection with new construction, alteration, repair, and ground development of a variety of agency facilities and their appurtenant equipment
  • Prepares engineering cost estimates, scopes of work, cost estimates, and task orders for agency projects
  • Ensures adherence to specifications, identifies resource needs and manages the progress of projects
  • Administers consultant contracts; reviews work to ensure compliance with contract; recommends change orders; maintains records; and processes expenditures
  • Participates in the review of consultant proposals and design, recommends awards, and conducts or participates in the pre-bid conferences prior to contract award
  • Initiates and evaluates design and field engineering changes during construction; recommends approval of and submits contractor progress payments; recommends retention level as appropriate; and participates in intermediate and final inspections
  • Inspects projects during construction; checks shop drawings, details, and test reports and approves materials; coordinates and reviews the work of consultants engaged in the preparation of plans and specifications for agency facilities and construction; may administer contracts for building construction; and confers with building contractors and subcontractors in connection with plan and material changes during construction, assuring that standards of original plans and specifications are maintained
  • Provides budget management oversight to ensure compliance within project schedule and budget; oversees the work of outside contractors and contracted engineering staff
  • Writes, recommends changes, and updates policies and procedures and ensures work activities are compliant with established policies and procedures
  • Represents the agency to enforce contract requirements; evaluates proposed contract changes and prepares independent engineering cost estimates of revised project scopes
  • Coordinates work with other divisions, departments, and outside agencies; administers control of required documentation for contracts; identifies technical engineering issues and ensures compliance with agency and industry engineering standards
  • Participates in the preparation and administration of the design and construction program budget, submits budget recommendations, and monitors expenditures
  • Prepares analytical and statistical reports on facilities operations and activities
  • Builds and maintains strong relationships with local officials, partner agencies, and the public; represents the agency in public meetings and hearings on proposed projects
  • Performs other duties as assigned or apparent

This position may encounter not public data in the course of these duties. Any access to not public data should be strictly limited to accessing the data that are necessary to perform the duties. MINIMUM QUALIFICATIONS

To perform this position successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the formal education, experience, training required, and skills/abilities.


Education

  • Bachelor’s Degree in civil, mechanical, and electrical engineering, architecture, construction management or a closely related field

Experience

  • Four (4) years of professional engineering/architecture experience in one of the following areas:
  • Design, construction, and maintenance of buildings, public facilities, and parking lots and structures
  • Three (3) years of professional experience managing capital projects from initiation to completion, including project management, consultant oversight, budgeting, estimating, etc.

Trainings, Certificates, and Licenses

  • Active registration (or ability to obtain within one-year) as a Professional Engineer or Architect licensed in the State of Minnesota (or ability to obtain Minnesota license within six-months)

Skills and Abilities

  • Ability to evaluate and supervise the design of alternate proposals considering soundness of engineering features, economic feasibility, and long-term District planning
  • Ability to deal tactfully and effectively with contractors, the public, and public officials; ability to assist in coordinating the design work of facilities projects with other divisions; and ability to prepare and supervise the preparation of adequate and accurate controls, records, and reports
  • Ability to manage and maintain simultaneous, transitional, and emerging priorities
  • Demonstrated proficiency in computer software programs including word processing, spreadsheets, and project scheduling software
  • Familiarity with financial practices, including business finance, budgeting, and recordkeeping
  • Demonstrated modern management practices
  • Strong verbal and written communication skills
  • Ability to interpret and apply mathematics and statistical methods
  • Demonstrated ability to effectively present information and respond to questions from various stakeholders
  • Ability to be organized and efficient, effectively prioritizing tasks
  • Ability to work independently as well as collaboratively

DESIRED QUALIFICATIONS

The requirements listed below are representative of the formal education, experience, and training preferred to exceptionally perform all the functions of this position.


Education

  • Master’s Degree in related field

Experience

  • Eight (8) years of professional engineering/architecture experience in one of the following areas:
  • Design, construction, and maintenance of buildings, public facilities, and parking lots and structures
  • Design and maintenance of rail and bus transit systems
  • Five (5) years of professional experience managing high-value capital projects from initiation to completion

Certificates, and Licenses

  • PMP certification
  • Possess knowledge of Federal Transit Administration (FTA), American with Disabilities Act (ADA), and Department of Transportation (DOT)
