The Family Resource Center Manager provides direction and supervision of the Family Resource Center in the South Bend Kroc Center, and Mishawaka Food Pantry, both of which serves St. Joseph County, Indiana. This includes supervision of paid seasonal and non-seasonal staff and seasonal and non-seasonal volunteers for the daily operations of Social Services and affiliated programs and spaces in the facility, community collaborations, development of future programs, statistical and program reporting, fundraising, and budgeting and monitoring of program funding. The Family Resource Center Manager will collaborate with the Senior Kroc Officers and the ministry team in developing programs to fulfill the needs of FRC customers/clients, Kroc Center members and the community at large. The Family Resource Center Manager will be responsible for maintaining a culture of encouragement that reaches out to members of the community of all ages and walks of life and is responsible for creating and implementing a comprehensive platform designed to meet the spiritual, emotional, social, and intellectual needs of the community.


Essential Duties And Responsibilities


  • Develop and give oversight to social services programs, discussions and events that will serve the spiritual, emotional, social and physical needs of the community.
  • Define departmental objectives/goals and organize/coordinate the functions of the department to align with those objectives/goals.
  • Put into effect policies, procedures and rules for organizational functioning.
  • Implement existing and future programming, promoting mission alignment in both social services and education.
  • Develop and apply outcome measurements. Develop or procure survey tools which will be used to collect quantitative and/or qualitative data for the purposes of evaluating quality of service delivery, identifying social issues/community needs, and providing statistics to support funding applications.
  • Monitor federal, state, and local public policy issues impacting upon The Salvation Army organization and clientele.
  • Represent the department externally in seminars, meetings and conferences and internally in Roundtable, Advisory Board meetings, and other Ad Hoc committees as assigned.
  • Provids daily program management for the FRC program activites, including evaluation to ensure program contract and regulatory compliance and adherence to agency policies and procedures
  • Hires and trains FRC staff and volunteers and coordinates training and provide necessary guidance to meet performance expectations and ensure adherence to organizational/service delivery standards
  • monitor the work of staff in order to ensure that programs are of appropriate quality and that resources are used effectively.
  • Recruit and nurture a growing network of volunteers for all aspects of regular and seasonal social services programs.
  • Establish and maintain relationships with other local and state agencies and organizations in order to meet community needs and to ensure that services are not duplicated.
  • Continue collaboration with external institutes to develop programs that are mutually beneficial to the community.
  • Provide oversight for all aspects of the local Pathway of Hope (POH) program including periodic strategy revisions, program implementation and evaluations.
  • Prepare and maintain records and reports, such as budgets, personnel records, or training manuals, SOP’s etc., and ensure statistics and reports are submitted when due.
  • Participate in the determination of organizational policies regarding such issues as participant eligibility, program requirements, and program benefits.
  • Undergo and respond to program evaluations which are done internally and by Divisional Headquarters.
  • Partner with other Corps and Divisional Headquarters to explore and uphold The Salvation Army Social Services ethos.
  • Seek new funding opportunities for Social Services in coordination with overall development activities for the RJKCCC, and manage all aspects of grants/public funding acquired for social services programs.
  • Other duties as assigned.

Qualifications

  • BA degree from accredited college or university in Social Work, Public Administration, Business Administration, or related field: Masters preferred
  • Minimum of 2-4 years of experience in similar responsibilities
  • Demonstrate the ability to relate positively and energetically with staff, members, volunteers and community organizations.
  • Must have the ability to maintain a non-judgmental attitude in working with customers, clients, members and staff.
  • Ability to evaluate and prioritize work processes.
  • Ability to develop and maintain cordial relations with public representatives of various state departments.
  • Interpretational skills and understanding of legal norms and regulations of public affairs.
  • Strong leadership abilities.
  • Professional etiquette, initiative, creativity, organization, delegation, communication and group/teamwork skills in a spirit of cooperation and Christian service.
  • Proficient with standard word and spreadsheet processing and database software applications.
  • Ability to read, analyze and interpret complex documents.
  • Ability to speak and understand English in a manner that is sufficient for effective communication with supervisors, employees, and customers.
  • Maintain a professional attitude and approach to problem solving.
  • Must be able to work with, direct, and relate well with co-workers, staff and guests while maintaining the standards of The Salvation Army.
